Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with Med Associates P.O. Box 319 St. Albans VT 05478. National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland. The lab has the need for several types of rodent (rats and mice) behavioral chambers for their research into the mechanism of addiction. These chambers will be used to train animals to perform reward-learning experiments (i.e. cocaine self-administration). All chambers require end users to be fluent in its unique programming language. Operant chambers will not function properly without extensive knowledge of the systems proprietary programming language. The laboratory has over 5 years of experience with Med Associate equipment and within this period, we have developed the expertise and a unique set of programs that we routinely use in our research protocols. In addition, because we will need to sync many of the behavioral outputs with other third-party equipments (i.e. lasers, electrophysiological recording), we know that Med Associates will be able to custom build adapters that will enable us to perform these intricate experiments. Lastly, over 80% of behavioral research laboratories (including labs at the NIDA IRP) use Med Associate equipment, there is a substantial knowledge base that we can access. This extensive network of Med Associate users will be of great help should we encounter any problems. For these compelling reasons, the Med Associates system is the only one that will meet our strict needs and the NIDA IRP must establish a sole source agreement with Med Associates. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
