14 March 2012, Dahla Dam "Industry Day" Conference Invitation Winchester, VA at the Quality Inn The United States Army Corps of Engineers (USACE) Transatlantic Engineer District - South (TAS) is preparing for construction of Dahla Dam Rehabilitation Project near Kandahar City, Afghanistan later this summer. TAS is seeking potentially interested bidders to and attend a pre-bid "Industry Day" conference in Winchester, Virginia, USA, on 14 March 2012 at the Quality Inn, 1017 Millwood Pike, Winchester, VA 22602, 540-545-8121 to meet the design and construction project delivery team, learn more about the project, ask questions, and provide feedback to USACE on the constructability of the project. Dahla Dam is ISAF's Number 1 project and will restore reservoir capacity for needed irrigation that has been lost over the past 60 years due to sedimentation. The project will be funded by the Fiscal Year 12 Afghanistan Infrastructure Fund; however, funding for construction is not yet available. The optional additional 3-meter dam raise will be funded by the Government of the Islamic Republic of Afghanistan (GIRoA). These funds have also not been received. Points of Contact Mamie S. Rippey: 540-722-6595 or karen.e.rippey@usace.army.mil Project Scope The Dahla Dam Improvement Project (project) would raise Dahla Dam, which is located on the Arghandab River approximately 30 kilometers northeast of Kandahar City, Afghanistan's second largest urban center. The project would increase reservoir storage for irrigation in the Arghandab Valley and future municipal water supply for Kandahar City. The project design includes a 5-meter base dam raise and an additional 3-meter dam raise as an option. The construction project scope will include the features listed below. The 5-meter base dam raise project 1.Main Embankment Raise: The existing main embankment of the dam would be raised five meters to a crest elevation of 1,145.4 meters. 2.Saddle Dam Raises: The six existing saddle dams would be raised five meters to a crest elevation of 1,145.4 meters. 3.Spillway Modifications: The two existing spillway crests would be raised five meters to a crest elevation of 1,140.4 meters, and their widths would be modified as required to pass the inflow design flood for the raised dam. 4.Outlet Works Modifications: The outlet works components would be modified as required to function with the raised dam. The intake tower would be raised to a height that would accommodate the 8-meter dam raise. This would allow for an additional 3-meter dam raise in the future without the need for raising the intake tower further. The valve house would be relocated to a point downstream that would accommodate the 8-meter dam raise. This would allow for an additional 3-meter dam raise in the future without the need for relocating the valve house again. The mechanical and electrical systems, including all control valves and the station hydropower unit, would be replaced. 5. Road Realignment: Route Bear would be realigned at an elevation above the normal maximum pool level of the reservoir for the 8-meter dam raise. This would allow for an additional 3-meter dam raise in the future without the need for realigning the road again. The 8-meter option dam raise project 1.Main Embankment Raise: The existing main embankment of the dam would be raised eight meters to a crest elevation of 1,148.4 meters. 2.Saddle Dam Raises: The six existing saddle dams would be raised eight meters to a crest elevation of 1,148.4 meters. 3.Spillway Modifications: The two existing spillway crests would be raised eight meters to a crest elevation of 1,143.4 meters, and their widths would be modified as required to pass the inflow design flood for the raised dam.
