- Solicitation Number:SOL-NC-12-00012Notice Type: Pre-Solicitation SynopsisSynopsis: U.S. Environmental Protection Agency, RTPPOD (E105-2), 109 T.W. Alexander Road, RTP, NC, 27711. NAICS: 541620.The U.S. Environmental Protection Agency (EPA), under the authority of Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiations, intends to issue a Request for Proposal (RFP) (#SOL-NC-12-00012) for the Office of Air Quality Planning and Standards (OAQPS). The purpose of this synopsis is to notify potential offerors of the Governments intent. The primary purpose of this contract will be to provide: scientific and engineering support in development and distribution of emission inventories, and emission methodology guidelines. Specific written work assignments will be issued on a quick-response, as-needed basis and will be limited to technical performance. Contractor performance requires an in-depth understanding of the Clean Air Act, as amended (CAAA). A wide variety of comprehensive and integrated work assignments are expected to be issued to meet EPA?s requirements. Contractor technical performance is needed to successfully meet EPA?s emission inventory application, modification, and development responsibilities. These activities will provide effective coverage of emission inventories for the pollutants currently regulated or contemplated for regulation, i.e., volatile organic compounds (VOCs), oxides of nitrogen (NOx), carbon monoxide (CO), particulate matter (PM10, PM2.5), ammonia, sulfur dioxide (SO2), Lead (Pb), global warming gases, and hazardous air pollutants. The support services will be conducted at the contractor?s facility. The anticipated period of performance for this requirement tentatively scheduled to perform from July 1, 2012, through June 30, 2017. Award of this follow-on contract entitled, Emission Inventory Support: Comprehensive Multi-Pollutant Emission Inventory Development is planned for June 30, 2012.The EPA intends to issue this contract as a Cost-Plus Fixed-Fee, Level-of-Effort award. Market research has allowed this procurement to be set aside for small businesses only. The total level of effort per year is anticipated to be 5,000 hours for a five-year total of 25,000 hours. In addition, an option for increased quantity will be included each year for a total of 35,000 hours over the five-year period, for a maximum level-of-effort of 60,000 hours during the five-year period. The total dollar value of this procurement is estimated to be $10 million dollars. The North American Industry Classification Standard (NAICS) code for this procurement is 541620, Environmental Consulting Services. This is not a request for submission of proposals. The solicitation for this procurement is anticipated to be released on or about 15 days from the posting of this synopsis. Prospective sources are reminded that an award can only be made to a vendor who is registered and in an active status in the Central Contractor Database (CCR). Contract award will be made using a best value approach, with technical capability being of greater importance than cost or price.
