Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6079, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics DCEG plans to procure on a sole source basis with Westat Inc of 1600 Research Blvd Rockville, MD 20850 to complete the remaining medical record abstraction forms for the deceased men in PLCO, to code and enter all radiation history tables, to coordinate the tissue collection data, and to code and enter remaining interview and medical record abstraction forms from Minnesota. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 518210 and the business size standard is $25.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be ten (10) months from date of award. The Prostate, Lung, Colorectal, and Ovarian (PLCO) Cancer Screening Trial, sponsored by the National Cancer Institute, is a multicenter randomized trial that is evaluating the effectiveness of prostate, lung, colorectal, and ovarian cancer screening modalities on disease-specific mortality. To date, over 7500 men have been diagnosed with early stage prostate cancer while participating in the PLCO trial. On average, between 15-35% of men with early stage disease will experience a biochemical recurrence (elevation in PSA) after receiving initial treatment for their prostate cancer. Recent contracts have just been completed from all ten PLCO centers to collect additional follow-up data beyond the first-year post-diagnosis to capture all clinically relevant data related to prostate cancer recurrence and progression. The purpose is to complete all remaining tasks related to the data collection efforts in the prostate cancer progression follow-up study within PLCO; completing the remaining medical record abstraction forms for the deceased men that were diagnosed with early stage prostate cancer in PLCO, code and enter all radiation history tables, to receipt, coordinate, and enter the tissue collection data, and to code and enter remaining questionnaires and medical record abstraction forms from Minnesota. Westat is the sole agency that has been providing infrastructure support for the PLCO Trial over the course of the last 17 years. Westat has prepared all of the data coding, data entry, and data monitoring for the PLCO Trial. Significant investment has been made in Westat to establish a data coding and entry system during the pilot phase of this prostate cancer progression project and Westat has provided essential infrastructure support to keep the data collection at nine screening centers on track through its monitoring and receipt systems. Westat has already begun the data coding and entry for the majority of the data collected, however, this contract serves to complete all remaining data abstraction, coding and entry efforts. For the aforementioned reasons, Westat Inc is the only known source for this requirement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on March 15, 2012. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
