Description
Sources Sought SRMWL This announcement constitutes a sources sought synopsis for purposes of conducting market research. The Government intends to establish a new contract to consolidate all Minuteman III solid propulsion casting and assembly equipment into one location and verify the installation by washing out an existing motor, recasting and assembling, and static firing. The Air Force is in the process of preparing a Justification and Approval document to gain the required approval to issue a sole source request for proposal to ATK. Statutory authority is 10 USC 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or service will satisfy agency requirements. The proposed contract action is for ATK to move existing Minuteman III Stage 1 casting and assembly equipment from their facilities in Promontory to their facilities in Bacchus (which currently holds the capability to cast and assemble Stage 2 and Stage 3 motors) then verify the installation of this equipment by disassembling a Stage 1 motor, washing out the propellant from the steel case, recasting the propellant, assembling the Stage 1 motor, and then static firing the Stage 1 motor to verify that the performance meets the existing Stage 1 motor specifications. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1: Only one responsible source. ATK is considered the only organization with the requisite skills, capabilities, system expertise, and resources to accomplish the required washout and recast of the Minuteman III Stage 1 motor. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate they have demonstrated: (1) the ability to disassemble and washout existing Minuteman III Stage 1 and Stage 2 motors (2) the equipment in place to cast and assemble Minuteman III Stage 2 and 3 motors (3) the space available to house the existing Minuteman III Stage 1 casting and assembly equipment with the contractor's equipment to cast and assemble Stages 2 and 3 (4) they have trained employees with satisfactory qualifications and background which includes the ability to disassemble the existing Minuteman III Stage 1-3 motors, washout the propellant from the Stage 1 and 2 motors, and assemble Stage 1-3 motors that will meet the existing Minuteman III specifications This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A Determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement.
