Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential small businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name, (b) address (c) point of contact (d) phone, fax and email (e) DUNS number (f) type of small business, e.g, Veteran owned (g) a capability statement that addresses qualifications and ability to perform as a contractor for the work described below (h) the resume(s) of the person(s) who are qualified to perform the training, and (i) a list of customers and their contact information to which the training has been delivered. The Southern Arizona VA Health Care System (SAVAHCS) located at 3601 S. 6th Ave,, Tucson, AZ 85723 is seeking a potential qualified contractor to provide a four day intensive diversity education program which empowers program participants at multiple levels in order to enhance cultural competency and promote Veteran Centered Care. The program needs to incorporate Native American culture to include the holistic paradigm of a healthy spirit, mind and body. The trainer needs to provide expertise in multiple areas related to Veterans' issues, organizational change, employee development, trauma and therapeutic healing, communication and promoting self-care for healthcare workers and caregivers. This intensive diversity education program requires a high level of skill in addressing group dynamics and individual participant response to information about trauma. The trainer must be able to employ various educational methods in experiential learning. The ideal trainer is of a Native American background, possesses an advanced degree in counseling, has experience in working with individuals who have experienced significant trauma, has treated individuals with post traumatic stress disorder (PTSD), and has successfully delivered training addressing 'red rage' and 'stacked trauma'. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Industry Classification System (NAICS) code for this acquisition is 611430 ($7 million). All offerors who provide goods or services to the U.S. Federal Government must be registered in the Central Contractor Registration (CCR) located on the web at https://www.bpn.gov/ccr/default.aspx and the Online Representations and Certifications Application (ORCA). All interested offerors should submit their qualifications by email to: Daniel.Thiel@va.gov no later than March 10, 2012 at 12:00pm local (Tucson, Arizona) time. After review of the responses to this announcement, the Government intends to proceed with the issuance of a solicitation.
