Description
The U.S. Department of Commerce, NOAA/NESDIS/ AGO/NCAD, Building: SSMC2, 1325 East West Highway, RM 11375, Silver Spring, Maryland 20910, intends to award on a sole source basis in accordance with FAR 6.302-1(a)(1)(2)(i)(c), based on only one responsible source, where no other supplies of services will satisfy agency requirements. The proposed source is the MITRE Corporation, McLean, VA., which is a Federally Funded Research and Development Center (FFRDC). This work leads to briefings and recommendations to NOAA senior leadership on observation system capabilities, budget issues, system utility and the best combination of observing systems in NOAA's portfolio. The work in this area is considered "cutting edge" across Federal Government and NOAA's model is now being implemented by USGS and the National Earth Observations (NEO) task force under the President's Office of Science, Technology and Policy. The Technology Planning and Integration Office (TIPO) has been designated to directly apply the Joint Polar Satellite System Office (JPSS) and Technology Planning and Integration Office (TIPO) analysis methodology and tools developed by MITRE to this high priority, federal level, Task Force. This assessment of critical observing systems, identified across 17 federal agencies, is due Jul 01, 2012. This analysis is a direct deliverable to OSTP and OMB for impact to the FY13 and FY14 President's Budget. The MITRE Corporation shall provide unbiased professional, non-personal independent and objective support services in aeronautical and space systems engineering to manage, plan, design, fabricate and operate the national polar orbiting operational environmental satellite systems for the Joint Polar Satellite System Office (JPSS) and Technology Planning and Integration Office (TIPO). The Government anticipates a cost plus fixed fee contract with a period of performance for three (3) months. This notice is published for informational purposes only and is not a request for competitive quotations. However, offerors who believe they can meet this requirement are to submit in writing an affirmative response. All responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 45 calendar days after publication of this synopsis. Proposal submissions must be submitted to the following person listed as the Government point of contact in this announcement. All questions must be submitted in writing to the attention of the Government Contract Specialist. NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS. NO SOLICITATION DOCUMENTATION IS AVAILABLE OR WILL BE ISSUED. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 date July 5, 2011.
