Contract No. P12PX22556TAS: 14 5049 This J&A is also available at https://ideasec.nbc.gov/j2ee/opportunities.jsp In accordance with FAR 6.305, FAR 5.406, and FAR 13.501, this special notice publishes the Justification and Approvals for Other than Full and Open Competition. This is not a request for competitive proposals, bids, or quotes. The Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bona fide capability to fulfill the requirement. A solicitation is not available. DESCRIPTION OF THE REQUIREMENTRental housing is needed for our summer field season. The following accommodations are needed in Port Alsworth from June 1, 2012 through September 30, 2012:Rental Housing4 Months of furnished seasonal housing to accommodate:-One or more shared bathrooms-One shared kitchen and utensils-Linen and laundry facilities-Renter will furnish fire extinguishers and smoke detectors in accordance with residential fire codes-A telephone will be available for local calls. Non-local calls require a calling card.-Three bedrooms with a total of ten beds.-Electricity-Fuel Period of Performance: June 1, 2012 through September 30, 2012 Expectations of renters:1. Housekeeping duties will be maintained by tenants.2. Maintenance will be accomplished by renters.3. Propane will be provided by the renters.4. No Smoking Estimated contract value, including all options is $8,800. SUPPORTING INFORMATION Alaska's Homestead Inn is the only lodging available in Port Alsworth that will satisfy the Park's needs. Lake Clark National Park and Preserve has a large staff of summer transients and researchers. The house accommodates 10 beds, two full bathrooms, a laundry facility, and full kitchen. Alaska's Homestead Inn provides all linens and kitchen supplies as well. While Port Alsworth has another lodge for housing, it cannot accommodate the amount of staff and beds required by the Park. There simply no other lodging available in Port Alsworth to meet the needs of the park and its staff. Lodges are at full capacity all summer and the church bible camp housing is full as well. Past rental from 2007 season has been sold to park employees and is not an option. The park has rented this house prior to 2007 (under different ownership) and from 2008 through 2010. EFFORTS TO LOCATE OTHER SOURCESAlaska's Homestead Inn has provided these facilities for several previous seasons. A thorough internet search was conducted for additional sources. Searching real estate sites, VRBO sites, and hotel searches did not produce any additional capable sources. All actions have been taken by the Government to remove or overcome barriers to competition before any subsequent acquisition for required supplies or services.
