Description
NASA KSC intends to award a sole-source bridge contract to Millennium Engineering &Integration, Co (MEI) in support of KSCs Space Safety and Mission Assurance (SMA)Directorate for new work associated with NASAs Expendable Launch Vehicle (ELV) PayloadSMA Program. This procurement will provide a bridge contract, for a period not to exceed6-months, to allow sufficient time to finalize planning and procurement activitiesassociated with the Safety and Mission Assurance Support Services II (S-MASS II)procurement. This bridge contract will be structured as a Cost-Plus Award Fee (CPAF)contract. The bridge contract is necessary in order to ensure program continuity andcritical mission support and to avoid significant technical impacts to the SMA, ELV, andsupporting directorates. The current Contractor is required to mission assurance,engineering, and risk assessment in the disciplines of safety, reliability, and qualitywithin KSC and at all KSC responsible sites. An interruption and restart of those tasks,with a new contractor for a limited time until the S-MASS II contract is awarded, wouldgreatly jeopardize the success of critical and highly visible Agency programs. MEI, asthe current incumbent, has the combined training, experience, and expertise to provideuninterrupted continuation of mission critical support. Due to the time and substantialduplication of costs involved in procuring and phasing in another contractor, MEI isconsidered the only contractor that can meet KSC's needs.The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, via email, to the identified point of contact not later than 5:00 PMEST on March 12, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agencyAn Ombudsman has been appointed.
