- VA-245-12-B-0112 - The Department of Veterans Affairs is seeking a construction contractor to furnish and install all labor, tools, materials, equipment, supplies and supervision necessary to RENOVATE BUILDING 502E POD at the VA Medical Center, 510 Butler Avenue, Martinsburg, WV 25405 in accordance with the drawings and specifications. Work includes, but is not limited to, general construction, alterations, interior and exterior demolition, asbestos abatement, ceramic tile, drywall, metal stud walls, custom sliding doors, specialty hardware, acoustical ceilings, carpet tile, painting, telecommunications, utility systems, kitchen equipment, plumbing, mechanical, and electrical work, and construction of a covered temporary exterior walkway. Estimated construction cost range is $2,000,000-$5,000,000. The firm must be a General Construction firm approved under NAICS: 236200, size standard: $33.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of West Virginia. Prospective contractors must be registered and certified online at https://www.vip.vetbiz.gov/ and must be registered at http://www.ccr.gov and https://orca.bpn.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of bid opening and conform to JV requirements. JV Agreements should be submitted with the bid. Bids will be accepted from only responsible and responsive contractors. There will be one pre-bid site visit which will be held on May 8, 2012 @11am in FMS/Contract Conference Room, 510 Butler Avenue, B308B, Martinsburg, WV 25405. Contractors will be escorted to Building 500 where a visitors pass will be obtained from Lobby personnel to visit the site. All interested parties are encouraged to attend. All questions generated from the site visit shall be submitted in writing on company letterhead to the contracting officer (email address: shari.kesecker@va.gov). The deadline for questions pertaining to the solicitation documents is May 15, 2012 nlt 4:30pm EST. The base bid completion time is expected to be 300 calendar days after receipt of the notice to proceed. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from FedBizOpps website www.fbo.gov. Solicitation will be issued on or about April 22, 2012. Approximate Bid Opening Date is May 22, 2012 at 2pm Local Time (EST). This is a firm fixed-price construction contract. A public bid opening will be made at the VA Medical Center, 510 Butler Avenue, B308B (FMS/Contracting) Conference Room, Martinsburg, WV 25405. This is a SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE. The procurement is subject to the availability of funds.
