Description
Request for proposal N00173-12-R-PW01 The Surface Electronic Warfare Systems Branch at the US Naval Research Laboratory, Washington, DC, is responsible for research, design, and development of onboard electronic warfare (EW) technologies, techniques, and systems to deny or degrade hostile use of the electromagnetic spectrum and protect naval ships. This includes threat assessment and definition, development of EW operational concepts, EW requirements definition, electronic countermeasure technique research and analysis, EW signal processing research, EW system research and prototype system development, EW technique and system effectiveness evaluation, field experimentation, and system effectiveness assessments. The Naval Research Laboratory (NRL) Tactical Electronic Warfare Division (TEWD) has a need for radio-frequency (RF) continuous-wave (CW) microwave-power-module (MPM) amplifiers for use as transmitters in a developmental system. The RF CW MPM amplifiers will be used to design and evaluate prototype shipboard and airborne electronic warfare (EW) applications and will be mounted in an enclosure that will be installed on both surface shipboard and airborne platforms. This solicitation is for the acquisition of up to 390 individual RF CW MPM amplifiers. Complete technical specifications are available as part of the solicitation (attached). A one-year indefinite-delivery, indefinite-quantity contract with two one-year option periods with firm-fixed-priced orders is contemplated. The government intends to use FAR Part 12, Acquisition of Commercial Items. Proposal Submission Information Proposals are due by 2 April 2012, 2:00 p.m., Eastern Daylight Time (EDT). NOTE: Proposals may be submitted via e-mail to patricia.woodhouse@nrl.navy.mil in Microsoft Word,.pdf, and/or Excel formats. The attachments to any single e-mail may not exceed a total of 15 MB. The e-mail(s) should have in the subject line solicitation number (N00173-12-R-PW01) and due date and time. Proposals must be recieved by the due date and time. If mailed or hand delivered, an original, one copy of the offeror's proposal, and a copy of all proposal materials on CD-ROM or DVD-ROM shall be received on or before the response date noted above at the following NRL address 4555 Overlook Ave., S.W., Building 222, Room 115, Washington, DC 20375, Attn: Contracting Officer. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, express, and priority mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP codes ranging 202 through 205. Due to potential delays in receiving mail, offerors are encouraged to use alternatives to the mail when submitting proposals.
