- Strategic Systems Programs (SSP) intends to issue a small business set aside competitive solicitation to provide the services, materials, technical, analytical, programmatic support of the Weapon System Flight Test Operations and Spectrum Allocation and Frequency Assignment Support. These efforts will include the following: 1) providing planning documents, implementation plans, participating in various program reviews, working groups and flight test planning meetings; 2) conducting schedule reviews and identifying critical elements, assisting in the development and conduct of range subsystem tests (as it related to the TRIDENT II D5 flight test requirements) including pre-mission overall connectivity and data throughput from the ranges to the Launch Area Support Ship (LASS) and down range support elements; 3) assisting in the development of concepts, proposals, and plans for Submarine-Launched Ballistic Missile (SLBM) flight test support instrumentation as well as alternatives with respect to end-to-end system simulation testing and data collection/distribution among various units at the ranges; 4) support of SLBM flight test operations during preparations and the conduct of Follow-on Commander-in-Chief Evaluation Test (FCET) and Demonstration and Shakedown Operations (DASO) as well as planning and preparation for those operations; 5) supporting SSP in issues relating to system testing as applicable to TRIDENT II D5 flight events, down range planning and support, LASS and Navy Mobile Instrumentation System operations planning, support equipment development and testing, and range scheduling issues; 6) operating and maintaining the spectrum allocation and frequency assignment database using SSP ™s Spectrum XXI System for all of the radio frequency transmitters under the control of SSP, including establishing and maintaining a complete paper and electronic file of all submitted DD 1494s, approved JF-12s, and Notes to Holder for transmitters requiring spectrum allocation and frequency assignment, updating DD 1494s when the configuration of transmitting equipment occurs during a field change or SSP Alteration (SPALT) that changes the performance characteristics of the equipment/system, and; 7) providing assistance with frequency management issues and liaison with other DoD offices and activities as required and conducting periodic reviews of all 1494s in accordance with the National Telecommunications and Information Agency (NTIA) Manual. Performance of these effort is estimated to begin on 01 October 2012. The anticipated contract will include a one-year base period for Fiscal Year (FY) 2013 and two one-year period options for FY 2014 and FY 2015 on a Cost-Plus-Fixed-Fee Level of Effort (FFP-LOE) basis. The anticipated contract will also include a provision that would allow for an increase in the level of effort of up to thirty percent (30%). All key personnel under the anticipated contract must have a SECRET clearance or higher. All other personnel must have clearances that are appropriate for their assignments. The anticipated solicitation will be posted on the Navy Electronic Commerce Online (NECO) web (www.neco.navy.mil) and FEDBIZOPPS in late March 2012. Hard copies of the solicitation will not be mailed.
