- In accordance with FAR subpart 6.302-1(c) (ii), the Centers for Disease Control and Prevention CDC/NCHHSTP/DTBE, intends to issue a solesource purchase order to The University of of North Texas Health Science Center at Fort Worth. Project Title: A Manuscript on the development of a TB economic tool and an evidence-based desktop tool to guide tuberculosis program resource allocation This project has two objectives: (1) to produce a publishable manuscript that will provide the theoretical background and mathematical model for development of a TB economic tool. The target audience of the manuscript will include health economists, mathematicians, and risk modelers, who read journals such as American Journal of Epidemiology, American Journal of Public Health, American Journal of Public Health Management, and Annals of Epidemiology. The manuscript will be sent through CDC clearance channels upon receipt from the vendor. Throughout development of the manuscript, the vendor will independently draft the manuscript and submit iterations to the CDC Project Officer for review and comment. This manuscript is important to the CDC mission because it will provide peer-reviewed support for the validity of the economic tool that is to be produced as the second objective. (2) to create a user-friendly electronic tool with a web-based or another appropriate interface that will allow local users to model, examine and compare the costs and outcomes of potential TB program investments such as use of different types of tests for latent TB infections, extent of testing for latent TB infection, and effect of reducing or increasing testing and impact of different types of professionals, decisions, or changes in the context of their current setting. This is important to the CDC mission of TB elimination because it will allow local programs to make cost-effective decisions that will preserve the momentum towards elimination. The contractor will be responsible for supplying CDC with a manuscript that will be ready for clearance through CDC processes and submitted for peer review that outlines the theoretical and mathematical basis for the TB economics tool and a validated tool, either Web-based or based on Excel or another simple program available to most TB controllers, that will allow the user to compare costs and outcomes of different program investments by inserting values for key program costs and outcomes and a Word document that explains use of the tool. It is the understanding of the Government that an award to any other source would cause unacceptable delays in meeting the requirements of the Government. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive requirement. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within discretion of the government.
