- The NAVSUP Fleet Logistics Center Puget Sound intends to solicit, in support of SRF-JRMC Sasebo, Japan, on a sole source basis for technical representative services consisting of on-site operational assessment of tank level indicators, provide repair materials, perform repairs on discrepancies found, conduct operational test on tank level indicator system in accordance with the OEM drawings and OEM repair standards, provide written report to include repair action taken, and conduct shipboard training to include troubleshooting, routine maintenance, and calibration of tank level indicating system from Gem Sensors. Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements applies. Based on market research, Standard Calibration, Inc. (SCI) is the sole distributor of Gem Sensors, the original equipment manufacturer, and only company authorized and qualified to work on Gems Sensors tank level indicating system. SCI is the only company that has the proprietary data to perform this work. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. The work is to be performed in support of Ship Repair Facility and Japan Regional Maintenance Center in Detachment Sasebo Japan. Required period of performance is 11 days long and the work will start about 3 weeks after receipt of award, which is estimated on 25 April 2012. This requirement is solicited on a sole source basis as a Commercial Item using Contracting by Negotiation in accordance with FAR Parts 12 and 15 utilizing Low Price Technically Acceptable evaluation factors resulting in award of a Firm-Fixed Price, Supply type contract. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. The anticipated posting date of the solicitation is on or about 30 March 2012 with a closing on 15 April 2012. Complete statement of work to be included in the solicitation. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Prospective offerors should register themselves on the NECO website under Business Opportunities under solicitation number N00406-12-R-2041. No telephone or Fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. All responsible sources may submit a bid, proposal or quotation which shall be considered by FLCPS. Offerors must also be registered in the Contractors Central Registration (CCR) in order to participate in this procurement at http://www.ccr.gov.
