- N68335-12-R-0125 is for the purchase of the Peculiar Support Equipment on this document The Naval Warfare Center Aircraft Division Lakehurst intends to solicit and negotiate a Firm Fixed Price contract with Northrop Grumman Systems Corporation (NGSC) for the purchase of 41 types of Peculiar Support Equipment (PSE) for the E-2D aircraft. This acquisition will include the engineering and development of an E-2D Windshield Temperature Control Test Set and an Ancillary Controller Test Set. All items are proprietary to NGSC and only they have the requisite proprietary knowledge and drawings to produce the PSE. The Government intends to procure this equipment under the authority of 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1. NGSE is considered the only supplier, as they have sufficiently modified an existing product to meet the needs of the Government. However, the Government will consider all responses received within 15 days after the publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NGSC owns the technical drawings, specifications and data rights for this product group, the Government does not. This announcement constitutes the only public announcement prior to contract award; proposals are not being requested and a written solicitation will not be issued
