- This Amendment three (03) is issued for clarification purposes as well as extension of due date. The date and time quotes are due is changed to 03/23/2012 3:00 EDT. This amendment also addresses the majority of offeror questions which were submitted to the CO previously. 1.) The original solicitation states evaluation factors as the following: Factor 1: Technical a)Management Approach and Capabilities b)Staffing (resumes are an attachment) c)Quality Control Plan (limited to 5 pages) Factor 2: Past Performance (limited to 5) Factor 3: Socioeconomic Factor 4: PriceFor further clarification, Factor 1; Technical Volume of your quote shall contain all of the requested information now listed as Factor 1: Technical sub-factor a) Management approach and capabilities.For further clarification, the Business Volume of your quote shall contain what originally was included in sub-factor b) Staffing, and sub-factor c) Quality Control Plan.For further clarification, both the Technical Volume and the Business Volume shall not exceed ten (10) pages each separately. The resumes and QCP as stated shall be included as separate attachments and do not count towards the Technical or Business volume page limitations.Due to repeated (and current) requests, the submission of your quotes may be electronic directed solely to the Contracting Officer at michael.norton3@va.gov. If you submit your complete quote (technical, business, socioeconomic concerns and pricing plus all attachments) electronically you are still required to submit your quote as one (1) hard copies as well as one (1) CD. If not then five (5) hard copies and two (2) copies on CDs will still be required.For further clarification, all offeror questions received were addressed in the previous amendment (02) with the exception of the following specific questions:There are no point values or individual weights assigned to the evaluation factors that are not stated in the RFQ.VA Small Business Goals are a total of 34% for 2012-2013. SDVOSB goals for the VA are 10% for prime contractors and 3% for sub contractors.The RFQ states GFE "may" be included so that depends on the type and scope of the individual BPA order.There are and will not be any ODCs in this RFQ nor resulting BPA orders. Once again, this is a FFP BPA in which individual BPA orders may be either FFP or Labor Hours. Your rates, thus your costs, are determined by your MOBIS rates and any offered discount at time of award.VAAA utilizes the same IMI interactivity levels as does DoD. Specific definitions will be provided at each BPA Order level.It is intended that contractor design teams will work with VAAA instructional designers to develop segments of the whole.There is no SF30 associated with this amendment. All amendments need to be acknowledged as noted in the RFQ, bottom of page six (6.)It is highly recommended that potential offerors read Amendment two (2) in its entirety if you haven't already done so. It is posted on the Vendor Portal as well as GSA eBuy - which everyone should have been notified of. This is the end of this Amendment (03). mjn
