- Sole Source Justification & Approval memorandum THIS IS A SOLE SOURCE SYNOPSIS! The 45th Contracting Squadron has a sole source requirement for Acquisition and installation of configurable Surveillance Control and Display System (SCDS) Data Format, compatible with ENSCO STARS Mission Rules Visualization System (MRVS) Range Instrumentation Data Simulator (currently in use). The MRVS shall be upgraded to inject real-time and configurable data into the 1 ROPS current SCDS in order to attain full training functionality, a simulator shall simulate SCDS real-time surface targets and air traffic reports from X-band Furuno radars, GPN 30fDASR- II, ASR- ll air track radars and AIS id required. Specific Requirements are as follows: a. Capable of but not limited to generating 40 targets (20 controllable targets and 20 pre-program targets). b. Savable/repeatable scenarios (minimum 50 files). c. Real time overrides targets - ability to edit pre-programmed slewing scenarios or real-time manual surface targets or air traffic reports. d. "Fast clock" capability and "tab" to preset events. When the clock is advanced, the pre-programmed slewing and real-time manual targets or reports shall advance according based on targets or reports settings (i.e. bearing and speed/altitude and speed) e. Display and allow for enable, disable and edit to CS5 format T&L clocks. Emulated speed leaders for surface targets and air traffic reports. The speed leaders shall be either be pre-defines (incremental minutes or seconds) or synchronized to the L-clock. f. Emulate surface targets and air traffic reports from various radars via color coding schema and radars failure via radar icons with either red or green. g. Emulate false targets (pop-up and pop-off) due weather, sea surface distortion/interface. Emulate the ability to adjust the slow/fast time constants for fade away or strengthen the surface targets. h. Selectively disable targets (hide/unhide). i. Emulate the fusion of all surface sensor sources and fusion of all air sensors. Delivery Date must be before 1 June 2012. This is a Sole Source with ENSCO IAW FAR 6.302-1. ENSCO is the only source capable of fulfilling the government's requirement The SCDS data format upgrade must be compatible with the existing ENSCO STARS system. ENSCO owns the proprietary rights to upgradable components that integrate within their system. No solicitation documents exists at this time. This item/service utilizes North American Industry Classification System (NAICS) code of 541511. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 5 days after date of publication of this synopsis. 45 CONS/LGCB has determined that ENSCO is the only source capable of providing this requirement.
