- Description
- The USDA Forest Service (FS) is seeking sources that can provide a fully operated portable retardant plant for mixing and loading Long Term Fire Retardant from the Qualified Products List (QPL) to be used for delivery with Helicopters fixed tank, and bucket types. Contractors will be required to supply three representatives to operate the system and provide technical services as needed. Personnel may engage in one or more of the following activities: activation, mixing, loading, relocation, and de-activation. For powder operations a fourth person, mix-master qualified, is to be additionally ordered and provided. Fuel for Mobile Retardant Base Operations will be provided by the Government, prior to mixing and loading, or as Contractor requests. Retardant will be provided under the terms of the National Bulk Retardant Contract and is to be supplied to the Government and properly cared for by the Contractor. The retardant vendor will bill the Government directly for products, freight, and restocking ordered in support of this operation. It is anticipated that the Forest Service will establish a three year Blanket Ordering Agreement with those suppliers who have an approved Mobile Retardant Base - Helicopters. These BOA's would be available for use by Forest Service field units and other federal wildland agencies in support of suppressing wildland fires and prescribed fires.
