Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Analytical Laboratory Services in support of the District's Annual Water Quality Program. This announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned, Small and Large Business Concerns as described below. The NAICS code for this procurement is 541380. The estimated service cost is between $10,000.00 and $15,000.00. The project is planned to be issued on or about 15 April 2012. The Army Corps of Engineers monitors recreational and drinking water quality routinely to ensure public health and safety and to meet state compliance requirements. Army Corps facilities and recreation areas are widely scattered in New England and the sample area served by this scope of work includes southern Vermont but is primarily concerned with southwest New Hampshire locations. Analysis and data reporting of surface and potable waters are required and the contractor must be certified in both states. Sample holding times, state analytical methods and reporting requirements must be met. Time constraints associated with sample collection tasks, logistics, and sample incubation time necessitate that the laboratory do all microbiological analysis in-house and that they be located in such a location that the workload can be routinely accomplished and samples can be delivered by 1:00pm. The locations of the Corps projects means that the Corps technician can collect all beach samples and finish at 12:45pm at either Surry Mountain Lake near Keene, NH or Edward MacDowell Lake near Peterborough, NH, and the lab must be within 15 minutes of one of those locations. Surface water samples (typically 12 or 13, from beaches at 4 or 5 locations) require analysis for Escherichia. All colony count results must be reported by phone to the Army Corps no later than 3:00 the following afternoon, with a hard copy of the data following by mail. Potable water samples routinely require analysis for Total Coliform, and occasionally Nitrate, and /or Nitrite is required. Other infrequently requested analytes may include Arsenic, Iron, sodium, hardness and alkalinity. Again, microbiology colony counts must be reported by phone to the Army Corps no later than 3:00pm the following afternoon. Reporting in accordance with state compliance requirements is required. Electronic data reporting to the state of New Hampshire and Vermont, for all compliance samples, is required. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, Small Business, 8(a) etc.) as well as qualifications of the team and experience in performing the work requirements stated above. Interested firms shall provide the following: Location: proximity to the work area (see attached map for primary locations and travelled routes) Past demonstrated experience with two examples of a project, similar in scope, size, complexity, and magnitude to this project that the interested firm has performed. The examples must demonstrate beyond typical data reporting turn-around times as receipt of all colony counts by 3:00 is critical to the success of the District's mission. The past experience examples must have been performed within the last five years. Interested firms must state or describe the partnership arrangement of the teaming members, and what portions of the work will be performed by each team member, should the capabilities package includes examples from multiple team members. Accreditations listing. Analytical methods and detection limits for Total and Escherichia Coliform as well as Nitrate and Nitrate. Responses are due 23 March 2012. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Ms. Lauren Devin. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and two copies. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
