- 1.Project Title: OASIS Membership The Veterans Health Administration (VHA) represents a leading national healthcare system. The OASIS (Organization for the Advancement of Structured Information Standards) is a not-for-profit consortium that drives the development, convergence and adoption of open standards for the global information society. OASIS promotes industry consensus and produces worldwide standards for security, Cloud computing, SOA, Web services, the Smart Grid, electronic publishing, emergency management, and other areas. OASIS open standards offer the potential to lower cost, stimulate innovation, grow global markets, and protect the right of free choice of technology. OASIS members broadly represent the marketplace of public and private sector technology leaders, users and influencers. The consortium has more than 5,000 participants representing over 600 organizations and individual members in 100 countries. OASIS is distinguished by its transparent governance and operating procedures. Members themselves set the OASIS technical agenda, using a lightweight process expressly designed to promote industry consensus and unite disparate efforts. Completed work is ratified by open ballot. Governance is accountable and unrestricted. Officers of both the OASIS Board of Directors and Technical Advisory Board are chosen by democratic election to serve two-year terms. Consortium leadership is based on individual merit and is not tied to financial contribution, corporate standing, or special appointment. 2.Scope of Work: OASIS shall provide VHA full membership including participation on member councils and workgroups. 3. Period of Performance: 4/22/2012 to 4/23/2013. 4. Type of Order: Firm Fixed Price 5. Place of Performance: Contractor's site. 6. Travel and Per Diem: Not applicable. No travel is required for this contract. 7. SPECIFIC MANDATORY TASKS AND PRICE/COST SCHEDULE: The contractor shall provide a full membership with the associated privileges as follows within the overall period of performance. Said privileges begin immediately upon inception of contract performance period. 7.1 Membership Privileges. 1.Unlimited number of employees in an OASIS committee as members or observers; 2.Guide standards efforts by chairing committees; 3.Secures a place in the international community that recognizes the importance of interoperability and intelligent information exchange; 4.Ensures views are represented in the development, convergence, and adoption of open standards; 5.Influence strategic direction of the consortium by nominating candidates for serving and voting for the OASIS Board of Directors and Technical Advisory Board; 6.Access to the members-only website which contains insider's information about emerging technologies and the key players behind them; and, 7.Discounts for events, training classed, books, etc. The Veterans Health Administration, Program Contracting Activity Central (PCAC), Independence, Ohio, intends to sole source this procurement to Oasis. This membership is not available through any other organization. The VA has invested time with Oasis to ensure that they are current with all the latest industry trends and innovations that permeate today's marketplace. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification (via email to merrie.frost@va.gov) to the Contracting Specialist within three (3) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Information can be sent to the email address listed above. Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data, attachments that are in excess to the 5 pages. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses received to this notice is solely within the discretion of the Government. If no responses are received, VHA Service center will proceed to sole source this requirement to Oasis.
