- Notice of Intent to Issue Sole Source Modification to Contract M09PC00038, MAG-PLAN Modification: Gulf of Mexico Data Collection, Streamlining, Testing & Repair of OCS Economic Impact Model Study The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to award a sole source modification under existing contract M09PC00038 with Eastern Research, Group, Inc., 110 Hartwell Avenue, Lexington, MA, under the authority of 41 USC 253(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1. Additional effort is required for the MAG-PLAN Modification: Gulf of Mexico Data Collection, Streamlining, Testing & Repair of OCS Economic Impact Model Study as a result of identified revisions necessary to the current model structure and programming. The proposed contractor is the only source that can provide the required revisions and updates to the OCS Economic Impact Model to meet the critical April 2012 Schedules related to the 5-Year Environmental Impact Statement (EIS). This notice of intent is not a request for competitive proposals. Responses to this notice must be emailed to Herma.Banks@bsee.gov and received by 3:00 p.m. EST on March 27, 2012. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No additional information related to this notice will be provided.
