- The U.S. Department of Education (Department) has a requirement for the support and assistance to the Office of Special Education Programs/Research to Practice Division (OSEP/RTP) in carrying out the development and production of the Annual Reports to Congress (ARCs) required by P.L. 108-446, the Individuals with Disabilities Education Improvement Act of 2004 (IDEA). Since the Education for All Handicapped Children Act of 1975 (P.L. 94-142) the Secretary has been required to transmit to Congress an annual report that describes the progress being made in implementing the Act to inform Congress and the public of the steady progress made in implementing the Act. The ARCs reflect a history of persistent commitment and effort to expand educational opportunities for children with disabilities. As of the present time, thirty ARCs have been published. These reports describe our nation's progress in providing a free appropriate public education for all children with disabilities, in assuring that the rights of children with disabilities and their parents are protected, in assisting states and localities in providing for the education of all children with disabilities, and in assessing the effectiveness of efforts to educate children with disabilities. Previously published ARCs on the Implementation of IDEA, Part B and C are available at the OSEP website http://www2.ed.gov/about/reports/annual/osep/index.html. To increase the utility of the report, ED redesigned the report, beginning with the 30th ARC. The report was reduced to one volume, grouped into six major sections and three appendices that address the five annual report requirements of Section 664(d) of IDEA set forth below. (1) analyses and summaries of the data reported by the states and the Secretary of the Interior under section 618; (2) descriptions of the findings and determinations resulting from reviews of state implementation of the IDEA. (3) summaries of the research conducted under Part E of the Education Sciences Reform Act of 2002; (4) summaries of the studies and evaluations conducted under section 664 and the timeline for their completion; and (5) descriptions of the extent and progress of the assessment of national activities. This contract action willl support the: • Acquisition and analysis of data and information pertinent to the five annual report requirements contained in section 664(d) of IDEA; and • Planning, development and production of multiple ARCs that address the five annual report requirements contained in section 664(d) of IDEA. This procurement will be set aside for small business as authorized by FAR 6.203. The Department anticipates the release of subject solicitation on or about March 30, 2012. A firm fixed price contract is planned with a 12 month base period and four 12 months option periods. Contract award is planned by June 30, 2012.
