- Introduction This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. Background The Grand Forks Human Nutrition Research Center (GFHNRC) located in eastern North Dakota is one of six Human Nutrition Centers operated by the Agricultural Research Service of the United States Department of Agriculture. The Grand Forks Human Nutrition Research Center has been a world leader in nutrition research for more than 30 years. The mission of the ARS National Program in Human Nutrition is to conduct basic and applied research to identify and understand how nutrients and other bio-active food components affect health; the ultimate goal of this food-based agricultural research is to identify foods and diets, coupled with genetics and physical activity that sustain and promote health throughout the life cycle. Sources are being sought for the following requirement: Engineer/Design/Build and Install a fast-response, whole-body respiration calorimeter (RC) at the GFHNRC to measure respiratory gas exchange and energy metabolism of humans for research. The GFHNRC needs to very accurately measure energy metabolism (metabolic oxidation of food substrates) and energy expenditure for the duration of several hours to consecutive days for their studies of diet-related health issues, including weight maintenance. The requirement is to create a custom RC system. The RC is envisioned to have the following components/capabilities: 1. Room enclosure, provision and coordination with facility services for environmental controls, toilet and lavatory, siting and installation. 2. Enclosure ventilation and measurement of air flow. 3. Process gas instrumentation, gas sample preparation and related plumbing. 4. Data acquisition and operating software installed with these modules: a. Standby, calibration/validation and human study modes b. Display of recorded and calculated parameters c. PID control of CO2 concentration d. Alarm logging and annunciation e. Remote / mobile monitoring and control f. Read electronic balance g. Read / control treadmill or bicycle ergometer h. 1 year software license and support 5. Video camera, motion sensor, 6. Wireless physiologic monitoring (e.g., heart rate, physical activity) 7. Web-based data management, processing and storage service [optional] 8. Instruction and service manuals, operator training Capability Statement/Information Sought Capability Statements should clearly convey information regarding the respondent's capabilities, including: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. Interested contractors must submit a capability statement describing their company's experience and ability to perform this effort that includes the following: (1) a summary list of similar work previously performed; (2) the professional qualifications and specific experience of staff who may be assigned to the requirement; (3) resumes for proposed key personnel that reflect education, and previous work relevant to the proposed requirement; (4) demonstrated ability to carry out the requirement.
