- National Security Technologeis (NSTec) is seeking vendors who are qualified in the field of Customs and Border Protection (CBP). The mission of the CBP Project is to secure Unites States (U.S.) ports of entry and borders from people and goods that are prohibited or which threaten U.S. citizens, infrastructure, resources and food supply, while efficiently facilitating legitimate trade and travel. The mission includes interdicting contraband (i.e., durgs, currency, guns, explosives, Weapons of Mass Destruction (WMD) and Weapons of Mass Effect (WME) and illegal human trafficking. The purpose of this agreement is twofold, the first is to provide CBP technical services and advisory support to quantify the soil conditions for the selected areas of interest along the U.S. Border. The second effort will address the studies and planning required for the development of a tunnel detection test bed that can be used to evaluate sensor systems both quantitatively and qualitatively. To fulfill this Scope of Work (SOW) requires advanced engineering and technical knowledge and skills, including subject matter expertise in the area of border security threat detection capabilities (primarily tunneling threat); knowledge required to advise in the construction of horizontal and vertical boreholes that will be used for technology evaluations; provide engineering advisory support needed for the characterization of the geology from borehole cuttings and geophysical logging; and current and past research in this advancing area of skill and knowledge. This will be a 5 year Task Order (TO) Subcontract, each TO will be funded individually and the SOW will be clearly defined on each TO and will include period of performance and cost ceiling. Familiar with the performance of the following Tunnel Detection Technologies in the geology found along the United States/Mexico Border •· Active/passive seismic •· Ground penetrating radar •· Cross-borehole temography •· Reverse Imaging •· Reverse vertical seismic profiling •· Electro-magnetic Gradiometers •· Electrical resistivity •2. Familiar with the technical challenges U. S. Border Patrol encounters in the area of tunnel detection and remediation along the United States/Mexico border. Particular border areas of interest include: •· El Paso, TX •· Nogales, AZ •· Douglas, AZ •· Otay Mesa, CA •3. Familiar with the different types of cross border tunnels that pose a threat to U. S. security including the physical characteristics of these tunnels. •4. Familiar with the development of government test beds to facilitate the evaluation of technology associated with border security.
