- DESCRIPTION: the VA Nebraska Western Iowa Health Care System intends to negotiate a commercial (FAR Part 12) sole source contract with Sparkpoint, Inc., 1001 Office Park Rd, Ste 205, West Des Moines IA 50265-2509, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-53. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This contractor has knowledge and experience with the VA VISN 23 Clinical Leadership Development Program that would not be readily available to another contractor. The following is the Statement of Work we are requesting this contractor to complete for us. Scope of Work: The purpose of this requirement is to secure the services of a Consultant to facilitate learning sessions for the VISN 23 Clinical Leadership Development program in 2012. Using content developed by the Contractor, participants will focus on bringing together information from previous learning sessions as well as new information to continue growth as leaders with emphasis on thinking outside the box, developing and applying effective communication skills, managing time and conflicts, and implementing change. 1. Provide the content and materials for training. 2. Deliver content through Facilitation of 3 day conference sessions. 3. Provide opportunities for participants to practice skills learned. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All inquiries received by 12:00 P.M. Central Time, March 16, 2012, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Your concerns will be considered if you respond to this posting with a similar product/service.
