- NOAA's National Marine Fisheries Service (NMFS) Northwest Fisheries Science Center (NWFSC) and Alaska Fisheries Science Center (AFSC) have a requirement for Program Support Services. The Contractor shall furnish all labor, supervision, equipment, materials, supplies, transportation, and all else necessary to perform the work, unless otherwise noted, required by the proposed Indefinite-Delivery Indefinite-Quantity (IDIQ) solicitation and the Statement of Work (SOW). Services to be provided are in support of programs within the NWFSC and AFSC. Performance of work is scheduled on an individual task order basis. The resulting contract is contemplated to include a period of performance for one (1) base year period with four (4) additional one-year option periods. This procurement is a Total HUBZone small business set-aside. The NAICS code for this procurement is 561320 and the size standard is $13.5 million. The work will be described and awarded on an as-needed basis under individual task order(s). Services will be performed either at the contractor's facility, the NWFSC facility in Seattle, WA, the AFSC facility in Seattle, WA, and/or various other NMFS sites within Alaska, Idaho, Oregon, California, and Washington for which the Centers' provide program support. Contracted activities will primarily take place at the Centers' located in Seattle, WA. Task orders may be issued in support of, but not necessarily limited to the following: (1) program operations, (2) communication and informational support, (3) educational support, and/or (4) planning and logistical support. Labor categories associated with program support operations may include, Program Support Aide, Program Support Assistant, Program Support Technician, Program Assistant, Operations Assistant, Information Technician, Media Specialist, Education Coordinator, Conference Planner, Archives Technician, Library Technician, and Mailroom Technician. Other categories may be identified in the solicitation's offer schedule. Any resulting contract will be awarded as a performance-based fixed labor rate IDIQ. Task Order(s) issued under this contract will typically be either labor-hour based or firm-fixed price and shall contain, to the maximum extent practicable, meaningful performance measures to enable the assessment in meeting the objectives of the requiring office. All responsible and fully responsive sources may submit a proposal by the established due date within the solicitation documents which will be considered by the Agency. Solicitation documents for the Request for Proposal (RFP) are estimated to be available for download on or about April 2, 2012, at http://www.fbo.gov. Paper copies of a solicitation and/or associated documents will not be issued. Interested parties should use the FedBizOpps [ Add To Watchlist ] and [ Add Me To Interested Vendors ] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter.
