- The U.S. Census Bureau, Simplified Acquisitions Branch, Acquisitions Division, intends to award a contract on a sole source basis in accordance with FAR 6.302 to Creighton Consulting, Annapolis, MD to provide strategic and financial consulting services to the Demographic Surveys Division. Work will include the following: 1. Assist in the planning, development, and testing of a Unified Tracking System (UTS) to provide survey stakeholders tools to monitor survey business intelligence information in near-real time including data collection/data capture and post data collection processing progress, costs, and data quality. During planning and development stages this includes ensuring that lessons learned from the DSD paradata pilot project are incorporated. During the development stage this also includes providing assistance with the development of functional requirements for the UTS as well as validating requirements with system specifications and through testing prototype and final UTS automated applications. 2. Assist in developing training and training materials for end users of the UTS application to provide them information about managing survey costs, survey progress and survey data quality. Performance Measures Data for Household Surveys 3. Assist with the development and maintenance of an automated tool to capture, present and report on key survey performance indicators such as response rates, noninterview reasons, and cost per case, for current surveys on a regular ongoing basis. This includes participating in requirements gathering sessions, validating requirements with specifications and through testing prototype and final automated applications. 4. Assist end users of the performance measures application by providing training and initial support. General Division (Demographic Surveys Division) 5. Develop, update, and/or conduct special projects such as budget formulation and execution training for project managers in the Demographic Surveys Division. 6. Assist in developing strategies for reducing costs of data collection of current surveys. 7. Assist in implementing the collection of paradata for all continuing surveys and integrating paradata into survey management reports, performance measures, and processes. 8. Assist in the documentation of survey processes, technical data issues, and in authoring professional papers as needed. Period of Performance: Base Year: April 1, 2012 through March 30, 2013 Option Year 1: April 1, 2013 through March 30, 2014 This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination by the Census Bureau not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Census Bureau.
