- Description
- The Federal Bureau of Prisons, TDAT Contracting Office, is seeking proposals from sources having the ability to provide community-based outpatient sex offender treatment services, within a 10 mile radius of Hartford City Hall, 550 Main Street, Hartford, Connecticut, 06103, located along the Connecticut Transit (CT Transit) system route. Performance periods under this contract will be for a one-year base period estimated to begin on July 1, 2012 with four (4) one-year option periods, with services ending (if all options years are renewed) on June 30, 2017. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated number of inmates 15: Sex Offender Specific Evaluation & Report (one per inmate) for 15 inmates; Clinical Polygraph Exam & Report (1 per inmate) for 15 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 15 inmates; Abel Assessment and Report ( 1 per inmate) for 15 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 360 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1080 sessions; Transportation (96 trips per inmate) for 1440 trips Option Year One: Estimated number of inmates 16: Sex Offender Specific Evaluation & Report (one per inmate) for 16 inmates; Clinical Polygraph Exam & Report (1 per inmate) for 16 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 16 inmates; Abel Assessment and Report ( 1 per inmate) for 16 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 384 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1152 sessions; Transportation (96 trips per inmate) for 1536 trips Option Year Two: Estimated number of inmates 17: Sex Offender Specific Evaluation & Report (one per inmate) for 17 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 17 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 17 inmates; Abel Assessment and Report ( 1 per inmate) for 17 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 408 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1224 sessions; Transportation (96 trips per inmate) for 1632 trips Option Year Three: Estimated number of inmates 18: Sex Offender Specific Evaluation & Report (one per inmate) for 18 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 18 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 18 inmates; Abel Assessment and Report ( 1 per inmate) for 18 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 432 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1296 sessions; Transportation (96 trips per inmate) for 1728 trips Option Year Four: Estimated number of inmates 19: Sex Offender Specific Evaluation & Report (one per inmate) for 19 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 19 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 19 inmates; Abel Assessment and Report ( 1 per inmate) for 18 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 456 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1368 sessions; Transportation (96 trips per inmate) for 1824 trips The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Sex Offender Treatment Services Statement of Work dated February 2012. The request for proposal will be available on or after March 27, 2012 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the proposal will not be available. The site provides downloading instructions. All future information about this acquisition, including proposal amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about April 27, 2012. Faith-Based and Community -Based Organizations can submit offers/bids/proposals equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a proposal which will be considered by this agency.
