Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Ms. Mary Myers, Raleigh, NC 27615, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for Ms. Myers to provide expert administrative and support services to the NIEHS Comparative Medicine Branch Animal Program. The period of performance is anticipated for one (1) year. Services to be provided: 1) Consult with scientists to determine type of animal needed and the availability. Determining the appropriate vendor based on current health status of source, costs, and availability of animals in accordance with the scientist's projected time frame, 2) Coordinates complex animal delivery details of very costly and frequently irreplaceable animals with CMB and contractor staff, vendors and scientist's staff, 3) Ensure timely response to animal requests placed by NIEHS scientist, assures that animals ordered are the correct species, strain/stock, age, size and gender in adherence to the investigators study goals, 4) Coordinate animal shipment to and from vendors, ensuring the transportation of research animals is accomplished in accordance with all applicable regulations, policies and guidelines, 5) Coordinate a range of off-site services to assist in the development of irreplaceable, high quality, genetically characterized transgenic and knockout animal colonies, 6) Coordinate colony development, ensure maintenance, customized breeding programs, backcrossing, intercrossing and development of homozygous colonies, animal husbandry and quarantine, embryo and sperm cryopreservation and genetic monitoring, 7) Coordinate off site special projects with the vendor and scientist in a timely manner, 8) Provide expert technical and procedural guidance to NIEHS scientist's and staff regarding the selection, availability, cost, health status or frozen embryos, animal tissue, blood and organs, 9) Develop and maintain cost-accounting strategies/databases to track project details, 10) Ensure accurate entry of animal expenditures and credits in the animal facility management software for budget tracking, 11) Review incoming animal orders for ACUC compliance, signature clearance, ensure accuracy and settle challenges, and 12) Review monthly invoices and resolve any payment concerns with vendor and NIH. The basis for the sole source justification is due to Ms. Myers' experience, expertise and knowledge in performing and providing the requirements of the statement of work. As a retiree, Ms. Myers is able to provide existing experience and knowledge of the animal program and support services. It is not reasonable to expect someone other than Ms. Myers to be able to provide the required services. This notice of intent is not a request for competitive proposals; however, all responses received within 4 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 4 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Mary Myers. The NAICS Code/Size is 541611/$7.0 Million. No telephone requests will be accepted. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
