- Justification for Other than Full and Open Competition This is a "Notice of Intent" to "Sole Source" a purchase order, reference Defense Media Activity (DMA) solicitation/posting number "HQ003020610001", for commercial items (television programming) posted in accordance with the format in Subpart 12.6, the Office of Federal Procurement Policy Memorandum dated 17 APR 2006, and as supplemented with additional information included in this notice. This government requirement, if solicited, would be advertised as an "Unrestricted" procurement with provisions and clauses in effect through Federal Acquisition Circular 2005-56 dated 02 MAR 2012. Contractors must be registered with the Central Contractor Registration (CCR) database (http://www.ccr.gov/) at time award is issued and throughout performance. FAR 52.212-1 (Instructions to Offerors - Commercial Items) (FEB 2012): (a) Re para (a): NAICS 512120; size standard is $29.5 million. Defense Priorities and Allocations System (DPAS) rating is DO-C9. The government intends to award "Sole Source" purchase order to contractor "Screen Media Ventures, LLC" to provide broadcast, transfer, and satellite transmission rights for the following television programming: RT TITLE DELIVERY 107 12 Dogs For Christmas ('06) 9/1/12 88 Angel Dog ('11) 9/1/12 100 Christmas Bunny, The ('10) 9/1/12 118 City of Your Final Destination ('09) 7/1/12 113 Dog Jack ('12) 5/1/12 94 Jack and the Beanstalk ('10) 4/15/12 108 Lifted ('10) 3/30/12 90 Rising Stars ('10) 4/15/12 88 White Lion ('10) 5/1/12 90 Jr. Detective Agency ('11) 5/1/12 90 Something To Cheer About ('07) 8/01/12 104 Phantom Punch ('12)<Edited Version> 6/15/12 All programming shall have a term of twenty (20) runs over a five (5) year period. Programs must be provided on videotape (DigiBeta/ BetacamSP) along with US broadcast/ cablecast dates and synopsis for each program. American Forces Network - Broadcast Center (AFN-BC) will distribute the programming by encrypted, digitally compressed satellite transmission system (currently Cisco's PowerVu Plus (MPEG-4)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems. This "Notice of Intent" is not a request for competitive offers/quotes/proposals. A determination by the Government to compete this solicitation will be based upon responses to this notice at the sole discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be submitted within the close of the publication of this notice TO BE RECEIVED NO LATER THAN 2:00 PM PACIFIC TIME MARCH 28, 2012 IN ORDER TO BE CONSIDERED.
