- All questions shall be in writing and emailed to wilma.phoebus@navsoc.socom.mil or faxed to 443-867-1140. ONLY CONTACT THAT IS ALLOWED IS WITH THE CONTRACT SPECIALIST. The purpose of this Amendment is to change the Notice Type from Presolicitation to Combined Synopsis/Solicitation. Also, to add the Evaluation Selection Criteria for this Combined Synopsis/Solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors will be used to evaluate offers: i. Lowest Price Technically acceptable to meet the Government requirement. All Other Terms and Conditions remain unchanged.
