- Draft U.S. Navy Yard Switcher Locomotive Statement of Work SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION. This synopsis is being issued to conduct market research. This synopsis does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. The U.S. Department of Transportation, Research and Innovative Technology Administration, VOLPE National Transportation Systems Center, 55 Broadway, Cambridge, MA 02142 is seeking potential sources to manufacture and deliver a new yard switcher locomotive with Environmental Protection Agency Tier III ultra-low emissions certified diesel engine and a complete range of technical data, materials and equipment necessary to ensure long term compliance, operations support and maintenance for the locomotive. An option for one more locomotive with delivery and hardware may be included. Delivery destination is Bremerton U.S. Navy Facility, Washington. The purpose of this announcement is to help the Government identify potential offerors. The Government requests interested companies submit a statement of their qualifications. Responses should include examples of similar efforts. The yard switcher must satisfy the following: 1) Association of American Railroads (AAR) Manual of Standards and Recommended Practices Section-M, Locomotive and Locomotive Equipment; 2) American Society of Mechanical Engineers (ASME), Boiler and pressure Code Section IX, Welding Qualifications; 3) American Welding Society (AWS), D15.1 - Railroad Welding Specification and 4) American Iron and Steel Institute (AISI) Standards. The Government requests interested sources submit a capability package (one soft copy and two hard copies) to the following address: Mr. Donald MacGee, VOLPE National Transportation Systems Center, RVP-32, 55 Broadway, Cambridge, MA 02142, Donald.MacGee@dot.gov Responses must be submitted in a MS Office 2007 (or later) format no later than 2:00pm EST on March 22,2012 and should not exceed five (5) one-sided, 8.5 X 11 inch pages, with font no smaller than 12 point. Soft copies should not exceed 3Mb. Sources should indicate whether they are a large business, small business, or a small disadvantaged business. Sources are also requested to identify any on-going or previous Government contract vehicles they may have for the same or similar work. Please include the name and number of the on-going or previous contract, contract type, period of performance, contract deliverables, dollar thresholds, the issuing Government agency, and the name and telephone number of the Contracting Officer.
