THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. In preparation for a future procurement, the Environment Protection Agency (EPA) is performing ?market research? to determine potential sources that are small businesses. The Environmental Protection Agency (EPA)?s Office of Research and Development (ORD) is looking for immediate clean - up and decontamination of waste water generated during the cleaning process of floors of 5 laboratories and the main hallway within the EPA Full Containment Facility, located at 26 West Martin King Drive, Cincinnati, Ohio that meets the following minimum specifications: As part of the cleaning service, chemical analysis shall be conducted on the rinseate water to characterize the hazardous waste for proper disposal in accordance with EPA Regulations. Services shall be provided in accordance with Government Regulations and Directives outlining the Identification, Packaging, Containment, Transportation and Disposal of Hazardous Waste. A. Contractor Compliance 1.Contractor shall maintain a current United States Environmental Protection Agency (USEPA) Hazardous Waste Management Permit. 2.Contractor shall maintain a current Hazardous Waste Facility Installation and Operation Permit. If identified as a Treatment, Storage and Disposal (TSD) facility. 3.Contractor shall maintain a current Industrial Wastewater Discharge Permit. If identified as a (TSD) facility. 4.Contractor shall maintain a current Resource Conservation and Recovery ACT (RCRA) permit. If identified as a (TSD) facility. 5.Contractor shall maintain accident, incident, and environmental insurance of at least $1 million. 6.Contractor shall provide a primary and an alternate site location of (TSD). B.Contractor Performance 1.The contractor shall be briefed and conduct all work in accordance with EPA facility policies and Standard Operating Procedures involving Health, Safety and Environmental Compliance. C.Contractor Performance at Site 1.The contractor shall perform all work in a professional manner by certified chemists and technicians. 2.The contractor shall perform laboratory packs of waste chemicals from locations identified. D.Contractor Personnel Qualifications: 1.All employees shall have completed minimum training requirements to obtain certification to perform laboratory packaging. 2.All employees shall have as a minimum 40 hours? OSHA training and 24 hours of RCRA certification. 3.Lab pack chemists must have 40 hours of lab pack specific training. E.Contractor Post Performance Activities 1.Provide Disposal Manifests. 2.Provide Certificates of Disposal. 3.Provide assistance with written reports required by local, state and federal agencies. 4.Provide EPA Cincinnati with a written report of Hazardous Chemicals Disposed of for Annual Reporting requirements. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and services in support of the efforts delineated by the Specifications. Any interested firms should submit capability statement with information that clearly demonstrates their capabilities to provide the service described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. It is anticipated that the contract will be Firm Fixed Price (FFP) with service start at least 10 to 15 days after award. The applicable NAICS code is 562211 (Hazardous Waste Treatment and Disposal) with a size standard of 500 employees. In the capabilities statements, contractors should provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified hub zone, 8(a), women-owned, small-disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set this action aside for small businesses. These statements are merely and aid to the EPA?s market research efforts. Respondents are advised that EPA is under no obligation to provide respondents with any feedback on the information received. Responses to the above should be submitted to Gerold Young II, via email young.gerold@epa.gov no later than 5:00 P.M. EST Friday, March 23, 2012. A separate synopsis will be issued for the Request for Proposal (RFP), resulting from this sources sought synopsis.
