Description
Registration Update _ 13 Mar 2012 Due to limited parking, occupancy restrictions, and strict security requirements, two sessions are being scheduled for CHASE Industry Day. Each session will be 2 ½ hours in duration. You are advised to arrive approximately 1 hour prior to the start of the session you will be attending. Carpooling is strongly advised. All visitors MUST process through the Visitor’s Center at the Russell-Knox Building. You are asked to leave all electronic devices in your vehicle. No electronic devices are permitted in the conference center as the briefing will be at the SECRET Classification level. Individual registrants will be contacted March 13 -15, 2012. If your registration has not been confirmed and your information has not been entered in JPAS, you will not be allowed access to the Industry Day sessions. There will be NO EXCEPTIONS. HHM402-12-R-0028 ADDITIONAL INFORMATION BEING PROVIDED An Industry Day is being planned for 27 March 2012 at the Marine Corp Base in Quantico, VA. The anticipated start time is 0900. You will need to arrive early to pass through security. The briefing to include Q&A is expected to last no more than 3 hours. Base access and other security requirements will be provided to the individual participants via email. If your registrants have not received an email verifying email addresses, please send an email with the subject line" CHASE - Registrant Verification" to Roberta.richardson@dodiis.mil. NO PHONE CALLS PLEASE. For late registrants, the Government will make every effort to accommodate requests, but do not guarantee participation in the industry day. Please be advised that the participants are responsible for any costs incurred to attend the Industry Day. AMENDMENT HHM402-12-R-0028 Amendment to the Pre-solicitation Notice After further review, the Government is providing the following advice: The CHASE IDIQ vehicle will be the vehicle of choice for DXE training requirements. This includes new requirements and transition of existing contracts. Within this announcement, the Government will not attempt to list or identify the status of existing contracts. An industry day is planned for late March 2012. The Government briefing will be classified SECRET//NOFORN. Companies wishing to participate in the industry day must be represented by individuals with a SECRET clearance at minimum. Those individuals will be allowed to attend Industry day and receive a copy of the solicitation. Only hard copy solicitations will be provided. The solicitation will NOT be distributed through email. To be eligible for award, companies MUST demonstrate that they have a current Top Secret Facility Clearance issued by Defense Security Service (DSS). The requirement for SECRET storage is hereby removed from the Pre-solicitation Notice. Due to space constraints, each organization shall limit attendance to two representatives. Individuals participating in Industry day shall be required to complete a Non-Disclosure agreement. Parties are requested to forward security clearance information (PERMCERT) for all attendees to the DIA SSO via JPAS (SMO CODE DAC3C) AND submit a completed registration form for each attendee. The registration form is attached to this amendment. The information on the registration form will be used to identify Points of Contact for further information regarding Industry Day. Required response date for JPAS and completed registration forms is 09 Feb 2012. Requests received after that date will not be accepted. Future communications regarding this effort will not be publicized. All future contact and information will be via email and telephone directly with the prospective offerors meeting the above security criteria. This notice does not commit the Government to any contractual agreement. Response to the announcement is not a guarantee of award. Primary Point of Contact: Roberta Richardson, Contract Specialist, roberta.richardson@dodiis.mil Alternate Point of Contact: Michelle Crecca, Contracting Officer, michelle.crecca@dodiis.mil ORIGINAL NOTICE BELOW The Virginia Contracting Activity is seeking sources to provide training support under the Counterintelligence (CI) and Human Intelligence (HUMINT) Advanced Solutions for the Enterprise (CHASE) acquisition. This contract is being created to provide a flexible cost- effective vehicle to meet the full scope of the Defense Intelligence Agency's (DIA) CI and HUMINT training requirements. The CHASE IDIQ calls for a broad spectrum of requirements to support CI and HUMINT Training: Program Management, Instructors, Education Support Services, Distance and E-Learning Development, Administration, Security, Logistics, Information Technology support, Role Player and Surveillance Team Support, and Training Research and Development. CI and HUMINT training courses include but are not limited to the following courses: Advanced Military Source Operations Courses, Strategic Debriefing Course, HUMINT Targeting, Advanced Foreign CI Operations Course, DoD CI Agent Course and others. At this time, CI and HUMINT training may be conducted at the following locations: Quantico, VA; National Capital Region; Norfolk, VA; Sierra Vista, AZ and Columbia, SC. Multiple contracts will be awarded from the single solicitation. The resultant awards will be Multiple Award, Indefinite Delivery/Indefinite Quantity contracts with Task orders to be issued as Firm Fixed Price (FFP); Firm Fixed Price - Level of Effort (FFP-LOE); and Time and Material (T&M). At least two of the base awards will be set aside for small businesses. The primary NAICS codes for this requirement are 611430 - Professional and Management Development Training; 611519- Other Technical and Trade Schools and 611699 - All other Miscellaneous Schools and Instruction. Companies wishing to receive a copy of the solicitation and participate further in this competitive source selection MUST demonstrate that they have a current Top Secret Facility Clearance issued by Defense Security Service (DSS) and MUST have the ability to transport and store information up to SECRET. The Statement of Work (SOW) for this requirement is classified SECRET//NOFORN. Companies not meeting the above criteria will not be provided a copy of the solicitation or further information concerning this requirement. Future communications regarding this effort will not be publicized. Companies that are both interested and qualified must provide the Company Name, CAGE Code; address associated with CAGE Code, Company's Point of Contact, email address and phone number. This information must be provided in the attached spreadsheet NLT 12 Noon EST 30 Jan 2012. Upon verification of facility and storage clearances, vendors will be contacted with information regarding picking up of the solicitation. Only qualified companies responding to this sources sought notice will be provided a copy of the solicitation. An industry day is also being considered if in the best interest of the Government which will be scheduled later. Companies not meeting the above security criteria will not be provided additional information, communications or notices of events. All future contact and information will be via email and telephone directly with prospective offerors meeting the above security criteria.
