Description
This Request for Information (RFI) N00024-12-R-2242 is issued in anticipation of a potential future procurement program for the Hashemite Kingdom of Jordan for two (2) general purpose Patrol Boats possessing the characteristics listed below. All vessels must be new construction, but derived from a proven hull design previously built by the contractor. Existing vessels or conversion vessels will not be considered. The vessel would be procured under a Foreign Military Sales (FMS) Case and would operate within Jordan ™s territorial waters. All information, data, and drawings submitted in response to this announcement will be considered "open source" and available for unlimited public distribution. The Naval Sea Systems Command will be forwarding all information, data, and drawings submitted in response to this announcement to the Hashemite Kingdom of Jordan. As such, all information must be received without restrictive markings. Do not submit proprietary data with the information provided. Concept of use and support includes: maritime security, shore patrols, and rescue operations. Typical shore patrols are over a 24-hr period. The maximum range for patrols is 400 nautical miles. Jordan desires commonality with the existing mechanical, electrical, communications, and navigation systems installed on their existing fleet. The specific characteristics for electrical, mechanical, navigation and communication equipment are listed below. For models that are not available, the equivalent model that meets the requirements should be listed. Specific Characteristics for the two (2) Patrol Boats are as follows: a. As a minimum, the patrol boats in all respects meet American boat and yacht council (ABYS) standards and recommended practices. b. Hull Material: Aluminum c. Overall Length: ± 44 feet d. Beam: ± 14 feet e. Operating Environment: Operational: Sea State 3; Survivable: Sea State 4 f. Speed “ No less than 35 knots in Sea State 2 g. Range - Not less than 400 nautical miles h. Crew size: Total of 4 i. The patrol boat must have an enclosed cabin j. Accommodations: Minimum of four (4) seats provided for the crew. Berthing spaces must have a minimum of two (2) beds k. Propulsion System: Cummins engine QSM11, 580 Hp l. Ship Electrical Distribution System: 220v, 50 Hz power m. Electrical Generator: Northern Lights M44L W2 n. Weapons: Two (2).50 cal mounts o. The ship shall have the appropriate auxiliary machinery to comply with SOLAS requirements. p. The ship shall be equipped with a comprehensive communications and navigation suite consisting of: Raymarine C-Series Multifunction Navigation Center, Model Raymarine Pathfinder RL70, including electronic navigation charts for the Red Sea area. DGPS: Furuno GP-1850 WDF VHF/FM Marine Radio: Standard Horizon, Quest GX1255S VHF/UHF Radio: General Dynamics, URC-200 HF Radio: Motorola, MICOM-2 Public Address System Fathometer Magnetic compass q. Surveillance System: FLIR Voyager II r. The builder shall provide five days of CONUS operator training covering boat operations, engines, gearboxes, generators, electrical distribution system, electronic/navigation system, and auxiliary equipment installed on the book. The total number of students will be five students. s. The builder shall provide five days of CONUS maintenance training covering the engines, gearboxes, generators, electrical distribution system, electronic, and navigation systems. The total number of students will be five students. t. The patrol boats shall be provided with and carry on-board spares. Two years of shore spare shall also be provided. What to submit: Interested sources are encouraged to submit a single compact disc (CD) containing the following: 1. A cover letter containing the following: (a) The name and address of the contractor and where such tugs would be built; (b) Point of contact including name, title, phone, and email addresses; (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business; (d) GSA Contract Number for the Patrol Boat, if applicable; and, (e) a statement allowing release of all provided information to the Hashemite Kingdom of Jordan. 2. A summary specification that describes that the patrol boats offered meets the above (a-t) listed requirements (All offered patrol boat characteristics should be identified for chart comparison); 3. General Arrangements and Outboard Profile drawing; 4. A resume describing their company ™s recent relevant business experience and their approach in meeting the requirements stated above, including approach to meeting proposed delivery schedules; 5. Estimated total construction time from start of construction to delivery 6.
