- Solicitation No. F12PS00194 THIS IS A NOTICE OF INTENT TO SOLE SOURCE AN AWARD under FAR 6.302-2, Unusual and Compelling Nature. Region 3, U.S. Fish and Wildlife Service intends to award a Sole Source Contract to J.W. Smith and Company for repair and replacement of flood damaged Heating, Ventilation, and Air Conditioning Equipment (HVAC), Direct Digital Controls (DDC), and other component systems at the Visitors Center, DeSoto National Wildlife Refuge, Missouri Valley, Iowa. This project also includes restoration of the HVAC and Control Systems, removing and replacement of all water damaged insulation on piping and duct work, and mold remediation. There are very limited resources for this project. J.W. Smith and Company has the experience and is very familiar with this HVAC System and related components/equipment having previously installed this equipment. This requirement will be awarded as a firm fixed price contract. The North American Industry Classification (NAICS) Code is 238220. The size standard is $14.0 Million. This notice of intent is not a request for competitive proposals; however, firms with expressed interest and capability are encouraged to respond. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
