Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY by the Department of Veterans Affairs ("VA"), VISN 22, Network Contracting Office, concerning the provision of Polysomnography ("Sleep") Services for The VA Southern Nevada Healthcare System ("VASNHS"). The Contractor will be required to provide the full range of Sleep services to the VASNHS Pulmonary Department and Compensation and Pension (C&P) Department. Complete sleep study patient testing including the services listed herein shall be performed at the Contractor's clinical facility, in accordance with VA policy and regulations. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. Requests for a solicitation shall not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Large and Small Businesses interested and capable of performing the work. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB-Zone business agencies and (g) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Description: VASNHS is seeking a contractor to provide Healthcare Sleep Services that include all necessary facilities, staffing, equipment and supplies. Services are to be performed at the Contractor's facility. The Contractor shall be responsible for the administration and management of this contract service including responsibility for all contractor employees, subcontracts, agents, and anyone acting for, or on behalf, of the contractor. Sleep Services include, but are not limited to: 1.Formal Split-Night Study, including initial Sleep Evaluation with CPAP Titration following in same night 2.Initial Full-Night Sleep Evaluation 3.Initial CPAP Titration following a Full-Night Sleep Evaluation 4.MSLT Diagnostic 5.Overnight Pulse Oximetry The Contractor shall provide all appropriate documentation for each test in a final report. The documentation shall include, but not limited to patient information, diagnostic reports, and date of testing, amount of total recording and amount of sleep recording, sleep staging, arousals, apneas, hyponeas, limb movements, Sp02, cardiac rhythm, and significant EEG or ECG findings; in the case of CPAP titration or oxygen administration, the flow or pressure and mode of administration will be included as well as physiologic response. Also, the contractor shall provide sleep evaluations for disability determination as an adjunct to the local station Compensation and Pension Evaluation team. The Contractor's facility shall be located in the Las Vegas area and must have a current occupancy permit or license, as required by the authority that has jurisdiction to issue such. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition is 624229. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail to: Richard.Blume@va.gov. All information submissions to be marked Attn: Richard Blume, Contract Specialist and should be received no later than 12:00 pm Pacific Standard Time on Friday, March 26, 2012.
