Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a COMBINED SYNOPSIS/SOLICITATION for COMMERCIAL ITEMS in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are requested, a written solicitation and drawings is posted in FedBizOpps.gov. Description of Project: The U.S. Army Corps of Engineers, Philadelphia District is issuing this Request for Quote (RFQ), in support of in support of the installation of a new Ladder Dredge Pump on the Dredge Hurley for the U.S. Army Corps of Engineers, Memphis District (CEMVM), to procure and contract all services related to moving the spare short ladder from a floating barge on McKellar Lake to the welding shop at the U.S. Army Corps of Engineers Ensley Engineer Yard (EEY), Memphis, Tennessee. The Government intends to award a firm fixed price contract. The Dredge HURLEY recently underwent an extension of the hull and dredging ladder to increase the dredging depth from 40 to 75 feet. As part of this project the dredging ladder was lengthened 48 feet from 60 to 108 feet. The current phase of the project entails the construction of a new extended dredging ladder and the installation of a ladder mounted dredge pump. The work described in this project will support the Government in their efforts to extend a second dredging ladder, install the new pump on the ladder, remove the existing ladder for the ship, and install the new lengthened ladder and dredge pump in the ship. The Contractor shall refer to the attached drawings for an overall view of the scope of the project, and sizes of equipment to be moved. In Option 2, 3, and 4 of this project, the dredge will be drydocked in the Governments floating drydock. The floating drydock is 320' long, 105' wide and the wing walls are approximately 20' above the waterline. The Government will move the drydock with Government owned towing vessels to a location within 5 river miles of Mississippi River Mile 725 in order to facilitate the removal and installation of the ladder. The Contractor shall determine a logical sequence of actions to accomplish these tasks while minimizing cost. The Contractor shall provide a narrative of how each lift and move will be accomplished complete with rigging plans and documentation required by the USACE Safety Manual. All Bidders are encouraged to visit the vessel and the Government's facilities at the Ensley Engineer Yard in Memphis, TN in order to get a better feel for the location of the shops, location of various equipment, and the facilities. The U.S. Army Corps of Engineers, Ensley Engineer Yard is located at 2915 Riverport Road, Memphis, TN 38109. Information for Offerors: All Offerors are invited to visit the Customers facility in order to properly scope out the job and provide Quotations. Quotes are due on 13 April 12 4:00PM EST.
