- Description
- The Department of Education, Federal Student Aid (FSA) contemplates award of a contract to support operations and maintenance, enhancements, and other information technology activities for a website, social media and mobile. The purpose of this Sources Sought announcement is to conduct market research to identify parties having an interest in, and having the capable resources to support this requirement. This notice is to perform services under 541511 (Custom Computer Programming Services) North American Industry Classification System (NAICS). This is NOT a solicitation for proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: 1. The availability and capability of qualified small business sources. 2. The types of available and capable small businesses to include: a. HUBZone b. Service-disabled Veteran Owned 3. Each respondent's size classification relative to the North American Industry Classification System (NAICS) for this proposed acquisition. Any responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible/appropriate. FSA anticipates that work will be performed under a possible Indefinite Delivery Indefinite Quantity (IDIQ) contract. FSA anticipates responses from interested parties with demonstrated comprehensive understanding of required tasks to meet the stated performance objectives and an ability to provide all functional capabilities to performance in each technical area, as follows: 1. Ability to Perform Website Maintenance a) Drupal 7 (content management tool) for content, workflow, deployment, templates, and processes including programming languages: PHP, HTML5 JavaScript, JQuery, CSS; documentation (User Guides); bug fixes; and issue resolution. b) IHS enhancements for site specific web pages including programming languages such as HTML, PDF, media files, and issue resolution. c) Web server (IHS), CSS, DNS, Database (MySQL), RCS, and Rational enhancements including PHP, Drupal 7 modules, Standard Query Language, documentation, bug fixes, and issue resolution. 2. Ability to Perform New Media Maintenance: a) Ability to make changes to Facebook, Twitter, YouTube and other FSA social media sites when those 3rd-party sites make changes to their platforms (e.g. recent Facebook change from landing pages to timelines). b) Be able to create widgets and/or buttons (Facebook, Twitter & YouTube) that integrate FSA's social media into its websites. 3. Ability to Create Mobile Enhancements: a) Develop, update, enhance (new and existing services) and maintain mobile application(s) on multiple platforms (e.g. mobile web, iOS, Android, Windows Phone, etc.)
