Description

Construction Project No. 656-12-213, entitled Upgrade Fire Hydrants at the St Cloud VA Health Care System, St Cloud, Minnesota. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS firms. All bidders must be registered on www.ccr.gov, www.vetbiz.gov and https://orca.bpn.gov by the bid due date. The NAICS code is 236330. Scope of Work: Contractor shall furnish all labor, materials, tools and equipment required to replace all designated fire hydrants at the Veterans Affairs Health Care System in St. Cloud, Minnesota. All work is to be performed according to industry requirements and recommended standards, and in compliance with the accompanying contract documents and Federal specification sections. Work will consist of demolition of existing designated fire hydrants, sidewalks, concrete structures, concrete pads, and placement of new fire hydrants, sidewalks, pavement and landscaping as required. Work will consist of excavation, fill, compaction, concrete, plumbing, landscaping and all items necessary for the replacement of fire hydrants at the St. Cloud VA Health Care System Site. Liquidated damages do apply to this project and are $100.00 per day after the contract completion date. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until the VA has received proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on www.fbo.gov. Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information will be available free of charge on www.fbo.gov. No bidders mailing lists are maintained by the Contracting Officer. The interested parties list is available on www.fbo.gov. The estimated dollar value for this procurement is between $150,000 to $300,000. NO TELEPHONE QUESTIONS WILL BE ACCEPTED. All questions or inquiries must be submitted via email to wendy.hoeschen@va.gov. The solicitation will be issued on or around 3/28/12. A pre-bid meeting is scheduled for 4/11/12 at 2:00 p.m. CST in Bldg 4 Rm 207C; attendance is not mandatory but is strongly encouraged. A public bid opening will be held on 5/2/2012 at 2:00 PM CST when bids are due. Electronic or faxed bids will NOT be accepted. This project requires bidders to secure bonding. Award is subject to the availability of funds.
