Description
In order to address recent questions and comments received from the Industry, the following responses are provided for the notice posted on 24 February 2012: Q1. What is the purpose of the new Broad Agency Announcement (BAA)? A1. The anticipated BAA will support Unmanned Carrier-Launched Airborne Surveillance and Strike (UCLASS) program activities, including development of the Concept of Operations (CONOPS), system architectures, system requirements documents, and analysis of potential material solutions. Q2. The BAA of Mar 2011 looked at some of the same areas identified above. How are these BAAs different? A2. The BAA of Mar 2011 provided great insight into industry's "art of the possible". In the course of execution, the Government determined additional, more specific information was required on some tasks. Q3. Will this new BAA be limited to the previous BAA contractors? A3. No. The Government anticipates full and open competition for this new BAA. Q4. In the previous BAA, offerors were required to provide one total price for all tasks described in the BAA. Will the new BAA be structured in the same fashion? A4. It is anticipated that the new BAA will direct the offerors to price individual tasks separately. Offerors will be free to respond to any or all of the defined tasks. Q5. Will industry have access to the information generated from the previous BAA studies? A5. Proprietary information from the previous BAA study contracts will not be released. Q6. What is the period of performance of the new BAA studies? A6. The period of performance is being finalized. Q7. Will there be an Industry Day for the new BAA? A7. The Government is exploring the possibility of posting an informational briefing via a NAVAIR website. Q8. Is the Government looking for Industry to respond to the Source Sought notice posted on 24 February 2012? A8. No, this notice was intended as a pre-notification for the ancipated BAA release. THE INFORMATION PROVIDED ABOVE REFLECTS CURRENT GOVERNMENT INTENTIONS AND IS SUBJECT TO CHANGE DUE TO A VARIETY OF INTERNAL AND/OR EXTERNAL CIRCUMSTANCES. INFORMATION PROVIDED HEREIN SHALL NOT BE CONSTRUED AS A GUARANTEE OR A PROMISE FROM THE GOVERNMENT FOR A FUTURE CONTRACT AWARD. A FORMAL REQUEST FOR PROPOSAL SOLICITATION IS THE ONLY DOCUMENT THAT SHALL BE RELIED UPON IN DETERMINING THE GOVERNMENT'S REQUIREMENTS.
