- Performance Work Statement NOTIFICATION OF SOLE SOURCE AWARD The Defense Human Resources Activity (DHRA) intends to award a contract on a sole source basis for sophisticated health care data analysis to the following contractor: • Thomson Reuters (Healthcare) Inc.; 777 E Eisenhower Pkwy, Ann Arbor, MI 48108-3273 This contract will be awarded in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. DHRA requires contractor services to provide sophisticated health care data analysis on multiple health plan databases to study plan participation levels, medical utilization and cost trends, demographic and geographic cost factors and health status of benchmark populations as well as the TRICARE Medicare-eligible retiree population. This analysis is needed to support OACT's missions of determining proper funding levels for the Medicare-Eligible Retiree Health Care Fund (MERHCF) and for determining actuarial accrued liabilities for DoD's financial statements. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements stated in the attached Performance Work Statement (PWS) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirements. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirements. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under negotiated procedures in accordance with FAR Part 12 and 15. Please see the attached PWS for a description of the requirements.
