Description
The Bureau of Reclamation, Technical Service Center (TSC) is seeking high quality measurements of sediment load on the Elwha River for the purpose of calibrating surrogate sediment measurement technologies. The primary focus of the data collection will be coarse bed load transport, however suspended sediment measurements will also need to be collected and processed. Because the primary focus is on coarse bed load, the timing of sediment data collection will be determined by the arrival and sediment transport conditions of coarse delta sediment from Lakes Mills and Aldwell (formed by Glines Canyon and Elwha Dams, respectively). The time frame over which sediment measurements need to be collected is uncertain due to the uncertainties in the dam removal schedule and hydrology. The coarse delta sediments will have to arrive at the measurement site prior to sediment measurement taking place. The Government estimates that a total of 4 trips at the sites will be required during the term of the requirement. The contractor shall remain on site until sufficient data is connected to calibrate the surrogate system, or three days, whichever is shorter. While the Government estimates that the overall period of performance is one year, the extension of services clause will be added to enable the Government to add up to another additional six months should inclement weather and site conditions require delays. The pending requirement can be considered physical in nature and the services specialized geomorphological in nature. The contractor will be required to collect both bed load and suspended load data from a raft at several locations across the channel. The Government will not provided any Government furnished property. Any small business firm that believes it can execute the pending requirement is encouraged to obtain a copy of the Request for Proposal from the Contracting Officer. All contractors requesting a copy of the Request for Proposal within the synopsis period will be forwarded a copy of the Request for Proposal. Please note that based on how Fed-Biz Ops posts a synopsis, the 'Post Date' is the first day of the synopsis publication, and the 'Original Response Date/Current Response Date' equates to the expiration date of the synopsis, not the due date of any proposal.
