Description
The Veterans Administration Network Contracting Office 19, located at Glendale, Colorado, intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for Construction services for the Sheridan VA Medical Center, 1898 Fort Road, Sheridan, Wyoming to Construct Sheridan VAMC Boiler Plant Replacement Project Number 666-11-101. Tasks include, but are not limited to, upgrade the boiler plant system at the Sheridan VA Medical Center, Sheridan, Wyoming. This project is required to replace the outdated coal fired boiler plant which now exists in the VA Sheridan Boiler Plant. The Sheridan boiler system was designed with two coal fired boilers of equal size and a third natural gas boiler. This would allow two of the boilers to run at 58% during peak demand. The third boiler was intended to be available to supplement one of the coal boilers in the event of a failed boiler or for maintenance. The useful life of the current boiler plant is now ending plus tube failure has already begun and is becoming more frequent. To protect against system failure, and to correct building code violations and safety concerns, a new boiler plant is necessary. This construction contract will allow the Sheridan VA to assure our Veterans of heat, hot water, sterilization, clean laundry, etc. In Accordance With (IAW) VAAR 836.204 the Magnitude of the project is between $5,000,000.00 and $10,000,000.00. Construction/contract completion time is anticipated to take approximately 552 calendar days after notice to proceed to include inspection and punch list. There are significant liquidated damages associated with this project. The North American Industry Classification System (NAICS) code for this work is 236220. This procurement is a total Service Disabled Veteran Owned Small Business set-aside IAW VAAR 852.219-10. The small business size standard is $33.5 million average annual revenue for the previous three years. Your attention is directed to Class Deviation from Department of Veterans Affairs Acquisition Regulation 804.1102, Vendor Information Pages Database 804.1102 Vendor Information Pages (VIP) Database (Deviation) All VOSBs and SDVOSBs must be listed as verified in the VIP database, available at http://www.VetBiz.gov, and also must be registered in the Central Contractor Registration (CCR) (see 48 CFR subpart 4.11) to submit offers and receive contract awards under VA's Veteran-owned Small Business prime contracting and subcontracting opportunities program set forth in VAAR Part 819. End of Deviation The tentative date for issuing the solicitation is on or about 30 March 2012. The solicitation closing date is scheduled for on-or-about 30 April 2012. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 source selection procedures. Evaluation factors include Technical, Past Performance and Price. The Government intends to award without discussions. Interested Offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested Offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 5 business days. PLAN ACCORDINGLY). All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only at Federal Business Opportunities (FedBizOpps.gov or fbo.gov) system. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/Offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN); 2) DUNS Number and CAGE Code; 3) Telephone Number; 4) E-Mail Address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (see page 65) Reference paragraph 4.4 of the Vendor Guide for instructions to retrieve the specification and drawing documents for this project. This solicitation is not a competitive bid and there will not be a formal public bid opening.
