Description
The Naval Sea Systems Command (NAVSEA) intends to award a sole source bridge follow-on contract to Northrop Grumman Space & Mission Systems Corporation, 2340 Dulles Corner Boulevard, Herndon VA 20171-3415. The proposed contract action will provide for a twelve month period (July 2012-July 2013) for the operation of the MK48 Heavyweight Torpedo IMA at Navy Submarine Torpedo Facility, Yorktown, VA. This Cost Plus Fixed Fee Contract will include operation of the MK 48 Heavyweight Torpedo Intermediate Maintenance Activity (IMA) at Navy Submarine Torpedo Facility, Yorktown, VA. The contractor will be required to staff and maintain the IMA facility at Yorktown and perform maintenance action on about 300 MK 48 MOD 6/7 ADCAP torpedoes and perform approximately 30 torpedoes turnarounds per month. The maintenance actions for this contract are considered non-severable. Additionally, the contractor will be required to provide all IMA infrastructure support such as maintenance of technical procedures, Quality Assurance, 4T support, inventory management, configuration management, training, audit support, and ordnance handling. This contract will bridge the gap that will be created between the end of the current Seaport-e Task order (N00178-04-D-4091-EH03) and the competitive award of a follow-on Seaport-e task order that will fulfill this requirement. NAVSEA anticipates issuance of solicitation number N00024-12-R-6409 in March 2012 and contract award in July 2012. Pursuant to FAR paragraph 6.302-1 subparagraph (a)(2)(iii)(B), it is likely that award to any other source would result in the Government experiencing unacceptable delays in fulfilling its torpedo maintenance requirements. Northrop Grumman is the only available source that can perform this level of specialized undersea weapons maintenance to preclude incurring unacceptable delays. Northrop Grumman has the technical knowledge and trained workforce, and is the experience maintenance provider of MK 48 Mod 6 and 7 ADCAP torpedoes.
