Description
This entry Modifies an existing Sources Sought notice originally posted 23 February 2012. THE ORIGINAL SOURCES SOUGHT NOTICE READS AS FOLLOWS: XM25 Individual Semi-Automatic Airburst System (ISAAS) Force on Force Training Simulation System The US Army Product Manager Individual Weapons (PM IW) is conducting a market investigation to identify possible sources for a training simulation system. This system may be used in force on force training, and shall have the capability of simulating airburst effects of the XM25 ISAAS. The XM25 weapon system enables the small unit and individual Soldier to engage defilade (protected position provided by an obstacle) targets by providing a 25mm air bursting capability that can be used in all operational environments. The ISAAS is a direct-fire, semi-automatic, shoulder fired, man portable weapon system, which consists of three major subsystems: (1) Target Acquisition/Fire Control (TA/FC) (2) weapon (3) 25mm airburst ammunition. An individual Soldier employing basic rifle marksmanship skills can effectively engage exposed or defilade targets in seconds. The system allows the individual Soldier to quickly and accurately engage targets by producing an adjusted aimpoint based on range, environmental factors, and user inputs. The target acquisition/fire (TA/FC) control integrates thermal capability with direct -view optics, laser rangefinder, compass, fuze setter, ballistic computer, and an internal display. The TA/FC utilizes a full ballistic algorithm to calculate an adjusted aimpoint that facilitates accurate placement of the high explosive airburst (HEAB) ammunition on target. The proposed force on force simulation training system must already be in production or consist of components that are NDI and/or COTS since this effort will only consist of integration and test phases It is anticipated that integration effort of the proposed training simulation system will take approximately nine (9) months and the test effort will take no more than six (6) months. Two (2) sets of training simulation systems may be purchased for a government conducted test and evaluation program. The contractor is required to provide hardware support during the testing. The proposed training solution must be interoperable with the current Modular Integrated Laser Engagement System (MILES). This market survey is a Request for Information (RFI) only; this is not a Request for Quotation (RFQ), a Request for Proposal (RFP), or a solicitation. No solicitation document exists. All interested firms, foreign and domestic, and regardless of size, are encouraged to respond to this RFI. Any response to this market survey shall not exceed 20 pages. Interested firms should submit their information no later than 30 March 2012 to the either the following: E-Mail Address: Andrew.C.Mitchell1.civ@mail.mil Andrew Mitchell, Army Contracting Command (ACC) Aberdeen Proving Ground (APG) Contract Specialist Street Address: Army Contracting Command (ACC) Aberdeen Proving Ground (APG) 4310 Boothby Hill Road, Bay 2 Aberdeen Proving Ground, MD 21015-3013 Any and all information submitted will be at no cost to the Government. The Government is under no obligation to make a purchase or provide any remuneration whatsoever. CHANGES TO THE ORIGINAL READ AS FOLLOWS: PM IW intends to apply for approval of a Foreign Comparative Testing (FCT) project for an XM25 Individual Semi-Automatic Airburst System (ISAAS) Force on Force Training Simulation System. END CHANGES The original market research/ sources sought should have stated the intention to initiate an FCT project followed by a potential procurement. This serves as notice for full and open competition. No further changes are being made.
