- This pre-solicitation notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors to design and construct an additional existing Child Development Center at Aviano Air Base in Aviano, Italy. This construction project to be performed under firm, fixed price contract will consist of the design and construction of the following: The addition will be approximately 563 square meters and include four classrooms, circulation and supporting spaces. This project will also provide for demolition of the CDC annex, building 174 in Area A1. The design of the building shall comply with requirements of the Whole Building Design Guide, AFCEE Services Design Guide 01 10 10 design requirements for the Child Development Center, Unified Facilities Criteria (UFC), and appropriate Italian and US norms, codes and laws. The building shall be of masonry construction and will include all necessary features to make a complete and usable facility. Anticipated major building systems are HVAC, plumbing, electrical, fire protection and information and communications. New play areas and additional site work will also be required. Project shall be designed, constructed and certified to meet Leadership in Energy and Environmental Design (LEED) Silver Certification. The project will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package when provided. Evaluation by the Government will result in selection of a firm that represents the lowest-priced technically acceptable (LPTA). Proposed procurement will result in a firm-fixed price construction contract. The Government intends to post all notices/amendments related to the upcoming solicitation on the EuroNECO website at https://euro.neco.navy.mil. All documents published in EuroNECO will be transmitted to the Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil and Federal Business Opportunities at www.fbo.gov. Offerors are encouraged to check the EuroNECO/NECO/FBO frequently in order to be notified of any changes via an amendment to the solicitation. A bidders list will not be provided, nor will a hard copy of the solicitation. Prospective offerors will have access to the solicitation by searching for solicitation number N3319112R0622 (no hyphens). All offerors must be registered in the Central Contractor Registration (CCR) www.ccr.gov to be considered for award of any United States of America Department of Defense contract. The CCR requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective proposers to begin the CCR registration process as early as possible. This requirement will be solicited as a Request for Proposal (RFP) using competitive negotiation procedures under FAR Part 15 under the North American Industry Classification System (NAICS) Code 236220. Complete package will be issued approximately 7 May 2012 with proposals due approximately 7 June 2012. In accordance with FAR 36.204 and DFARS 236.204, the estimated price is between $1,000,000 and $5,000,000.
