- Description
- Solicitation No. VA245-12-R-0119. The Department of Veterans Affairs is seeking a construction contractor to furnish all labor, materials, tools, equipment, and design-build services to encompass the complete replacement of selected potable water supply lines and sanitary sewer distribution lines serving the existing buildings and buildings proposed for the west side of the main hospital building. The existing water and sewer services are deficient and lack peak capacity requirements. This project is located at the Department of Veterans Affairs Medical Center, 510 Butler Avenue, Martinsburg, WV. Project Number is 613-12-124. Competition for this procurement is 100% Service Disabled Veteran Owned Small Business set-aside. The work includes, but is not limited to, performing all background investigative work pertaining to the topography, existing and proposed buildings, existing water, sanitary sewer, electrical, plumbing, fire alarm, sprinkler, telecommunication, and other utilities that will require special measures to protect them or may influence the exact location and depth of the proposed additional water and sanitary sewer lines. The sizes and locations of the water and sewer lines shall be determined by addressing the existing loads, proposed projects, and allow for an additional 30% capacity. The existing D.I.P. water line in the area of the proposed buildings, because of functional deficiencies, needs to be replaced. The replacement line shall be placed outside, west and south of the buildings. The proposed buildings will include fire and domestic service connections and associated fixtures to the new section of water line and fire department connection lines only. The length of the new water line is approximately 1200 linear feet. The connections to the existing deficient water line shall be capped and the existing line removed. The length of water line to be removed is approximately 520 linear feet. An existing V.C.P. sanitary line runs from north to south along the west side of the proposed buildings. This line has existing capacity deficiencies. A connection to the main line flowing from west to east in the area of the existing Chapel is required. The sanitary sewer will be extended from the south, near a manhole adjacent to the existing chapel, to the proposed building sites by this project. The total length of new sanitary line is approximately 1810 linear feet. The existing V.C.P. sanitary line presently serving this area shall be removed. The total length of the existing line identified for removal is approximately 1350 linear feet. This includes the manholes and the pipe between manholes S-53, S-54, S-55, S-56, S-57, S-58. Remove and replace the sanitary sewer lines and manholes from the Baker House to MH S-58, from S-58 to MH S-17, from S-17 to S-18, and from S-18 across Sixth Street to the sanitary sewage Pumping Station building 329. The length of replaced and upgraded sanitary pipe is approximately 2,500 linear feet. During construction of new connections to existing manholes, it shall be the sole responsibility of the Contractor to maintain continued sanitary sewer service to all buildings and users upstream. The contractor shall provide, install, and maintain all pumping, conveyance system, dams, weirs, etc. required to maintain the continuous flow of sewage. All temporary measures required to meet this requirement shall be subject to the review of the Contracting Officer. Connections and alterations to existing manholes shall be constructed so that finished work conforms as nearly as practicable to the applicable requirements specified for new manholes, including concrete and masonry work, cutting and shaping. The Contractor's AE shall design the water and sanitary services to include sufficient valves, valve boxes, manholes, fire hydrants, thrust blocks, and other necessary and related components to form complete systems. All excavated areas shall be properly back filled with suitable material and properly compacted. All pipe shall be properly bedded. All disturbed areas shall be restored, topsoil spread, and new grass established. Properly patch and/or restore all paving and sidewalks that are removed or disturbed. The work shall be phased such that there is no disruption of services to the facility. Estimated construction cost range is $500,000 to $1,000,000.00. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $33.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. Technical and Cost proposals will be accepted from only responsible and responsive contractors.
