Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Coherent, Inc, 5100 Patrick Henry Drive, Santa Clara, CA 95054 for a 12 Month Service Agreement that covers all replacement Parts and Repair Labor for 13 TracER Laser Systems. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811219, Diagnostic imaging equipment repair and maintenance services; the size standard is 750 employees. The FBI has the primary function of processing evidence for the development of latent prints. The FBI owns TracER Laser Systems which is used to visualize, enhance, and develop latent prints on all items of evidence. The TracER Laser Systems were manufactured by Coherent which provides a Service Agreement that covers all replacement Parts and Repair Labor for 12 months. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Coherent, as no other vendor is capable of providing the Service Agreement that covers all replacement parts and labor. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, EST, by March 16, 2012, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
