Description
This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Quotation (RFQ) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to identify sources with the requisite qualifications that could provide the products/services stated herein. All businesses, large and small businesses (8(a), SDB, WOSB, HUBZone, VOSB and SDVOSB) capable of performing the requirement indicated below are encouraged to respond to this notice. However, NIST especially encourages small businesses to respond to this notice. The National Institute of Standards and Technology (NIST) Engineering Laboratory is seeking information on the availability and technical capability of a radio frequency (RF) oscilloscope to measure the time domain signals generated by RF amplifiers, filters, mixers, and other high-frequency devices. Specifically, the oscilloscope will be used to measure time-varying voltage signals and extract important parameters from these measurements such as amplitude, frequency, rise time, and decay time. The instrument will be used in a standard laboratory setting. In order to be considered capable of meeting the NIST requirement, vendors are encouraged to submit documentation demonstrating that their product(s) meet the minimum requirements described below. Instrument Functionality 1.The oscilloscope (OSC) must have at least four input channels with female Bayonet Neill-Concelman (BNC) connectors. 2.The OSC must have a color display (11" or larger) with Extended Graphics Array (XGA) or better resolution for visualizing all measurements and a front panel for operating the instrument. The instrument must also be able to be controlled remotely from a PC. 3.The OSC must be able to measure all four input signals simultaneously. 4.The OSC hardware must be integrated into a single standalone instrument with a PC running Windows 7. 5.The OSC must include a mouse and keyboard for interaction with the instrument mentioned in #4. 6.The OSC must be capable of signal averaging, peak detection, and digital filtering. 7.The OSC must have triggering capabilities including triggering from any of the four inputs or auxiliary input, triggering on edges, edge transitions, glitches, pulse width, and timeouts. 8.The OSC must be capable of signal measurements including, peak to peak, min. and max. values, average, RMS, standard deviation, rise and fall time, period, frequency, relative phase, and pulse width. 9.The OSC must be able to calculate and display the Fast Fourier Transform (FFT) of signals using Hanning, flattop, and Blackman-Harris windows. 10.The OSC must be able to calculate and display histograms of signals. 11.The OSC must be able to perform mathematical calculations on the captured signals including sum, subtract, derivative, integral, square, square root, multiply, divide, and absolute value. Additionally, the OSC must be able to run user-defined mathematical functions that are integrated into the oscilloscope menu system and are written in Matlab. 12.The OSC must have a Mathworks Matlab license for data analysis and for constructing user-defined functions as described in #11. 13.The OSC must have vertical and horizontal markers for taking measurements on signals in user-defined locations. 14.The OSC must have USB 2.0 and LAN ports for data communications and instrument control. 15.The OSC must have a 10 MHz time base reference that can be output to other instruments. The OSC time base must also be able to be set via a 10 MHz external clock. 16.The OSC must be calibrated prior to delivery using methods compliant with ANSI Z540. 17.The overall dimensions of the OSC must be smaller than 0.1 m^3. 18.The OSC must operate on 110 - 120 VAC at 60 Hz and the power cable must be included. Performance Specifications 19.Analog bandwidth: >= 2.5 GHz. 20.Signal rise and fall time: <= 150 ps. 21.Input impedance: 50 ohms. 22.Voltage sensitivity: at least 1 mV/div to 1 V/div. 23.Vertical resolution: >= 8 bits. 24.Channel to channel isolation: >= 50 dB. 25.Maximum input voltage: >= +/- 5 V. 26.Instrument noise floor: <= 0.175 mV RMS for the 1 mV/div range, <= 1.4 mV RMS for the 100 mV/div range. 27.Minimum time range: <= 250 ps/div. 28.Memory depth per channel: >= 50 Megapoints. 29.Maximum acquired time: >= 2.5 ms. 30.Computer processor speed: >= 2.8 GHz dual-core chip. 31.Computer memory: >= 4 GB. Sources that have the ability to provide this instrument are asked to respond to this notice with a corporate capability statement of a maximum of five (5) pages to provide a clear and complete narrative of current capabilities to meet the requirements as detailed above. The capabilities statements may be supplemented by product brochures or other applicable documentation detailing the specifications of the vendor's available products. Those sources are requested to respond to this notice and in so doing, provide the following information: organization information to include company name and address, size of business as it relates to NAICS code 334516 (Small Business size standard of 500 employees), current point of contact (including telephone number, facsimile number and e-mail address), list of current GSA federal supply schedules (if applicable) under which your company can provide the products described in this notice, and a list of contracts within the past three (3) years in which a similar instrument was provided. All responses shall be emailed to keith.bubar@nist.gov so that they are received no later than 12:00 pm Eastern Time, March 21, 2012.
